About this opportunity
The Department of the Air Force Air Education and Training Command is seeking to procure one F-35 Training Simulator for Luke Air Force Base through a Firm-Fixed Price Purchase Order. The solicitation is being conducted under NAICS code 333310 with full and open competition. Offerors must provide a comprehensive capabilities statement of the simulator to demonstrate technical acceptability, with evaluation criteria outlined in clause 52.212-2 for commercial products and services. The solicitation requires potential contractors to submit proposals by May 23, 2025, with all questions to be submitted to the designated points of contact by May 16, 2025 at 3:00 PM EST. The evaluation will be based on technical acceptability, past performance in the Supplier Performance Risk System (SPRS), and total price, with the contract awarded to the technically acceptable offeror with a Green or better SPRS rating and the lowest Total Evaluated Price.
The contract is currently unrestricted and not set aside for any specific business category, though the solicitation indicates a preference for a Women-Owned Small Business (WOSB). The simulator must be an unclassified F-35 Like Cockpit Simulator with mixed reality capabilities, including a Reduced Oxygen Breathing Device (ROBD) Panel Configuration. The place of performance is 14185 Falcon St, Luke AFB, AZ 85309, with an estimated delivery date of August 31, 2025. The simulator specifications include advanced technical requirements such as five 75-inch 4K displays, a high-fidelity visual system, and comprehensive software and hardware configurations. While no specific incumbent is mentioned, the size standard for the contract is set at $34,000,000, suggesting a significant investment in advanced training technology for F-35 pilots.
