About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a contractor to perform comprehensive Underground Fuel Storage Tank (UST) inspection and maintenance services at the John D. Dingell VA Medical Center in Detroit, Michigan. The solicitation requires a qualified contractor to conduct quarterly and annual inspections, maintenance, calibration, and testing of six underground storage tank systems in strict compliance with Michigan Department of Licensing and Regulatory Affairs (LARA) and Petroleum Equipment Institute (PEI) RP900 national standards. Contractors must provide certified Class A/B UST operators and meet specific technical requirements, including obtaining Michigan LARA certification within 10 days of contract award and possessing TLS-350 technician certification for Veeder Root systems. The evaluation will be based on a comparative analysis of technical capability, past performance, and pricing, with the government reserving the right to award without further discussions. Interested offerors must participate in a mandatory site visit on April 15, 2025, at 9:00 AM EST, and submit their quotes by the due date of April 21, 2025.

The contract is not set aside for any specific business category, despite the initial RFQ document indicating a Service-Disabled Veteran-Owned Small Business (SDVOSB) designation. The base contract period runs from May 1, 2025, to April 30, 2026, with potential option periods that could extend the contract to April 30, 2030. Specific inspection and testing requirements include quarterly LARA form submissions, annual tank inspections due on 5/14/2025, and fuel oil testing due on 1/10/2026. Work must be performed during normal administrative hours (8:00 a.m. - 4:30 p.m. Monday through Friday), with advance authorization required for alternative work hours. The contractor will be responsible for providing all necessary labor, tools, materials, and equipment to complete comprehensive tank system inspections, with a focus on leak detection, tank infrastructure assessment, and compliance with environmental and safety regulations. While no specific contract value is mentioned in the documents, the complexity of the requirements suggests a substantial service contract for ongoing underground storage tank maintenance.
