About this opportunity
The Department of Veterans Affairs Veterans Health Administration is seeking environmental consulting services for an asbestos and hazardous material survey at the Long Beach Healthcare System. The project involves a comprehensive survey of approximately 1.2 million square feet across multiple buildings, requiring detailed inspection and sampling of asbestos-containing materials, lead-based paint, mercury, PCBs, and other hazardous substances. Contractors must be AHERA-accredited inspectors with at least 10 years of experience and capable of conducting physical and hazard assessments with extensive reporting requirements. The market research is specifically aimed at identifying small businesses, with a preference for Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB). Interested contractors must submit responses by March 27th, 2025, at 3:00 PM Pacific Time, providing company details, SAM registration information, a capability statement, and an informal pricing list.
The procurement falls under NAICS code 541620 for Environmental Consulting Services, with the potential for the solicitation to be set aside exclusively for VOSB/SDVOSB if two or more qualified vendors are identified. The survey project is structured over 432 calendar days and will require multiple deliverables, including AutoCAD drawings, Excel spreadsheets, and a comprehensive operations and maintenance plan. Sampling will be performed using X-Ray Fluorescence and microscopy techniques, with samples analyzed by AIHA-accredited laboratories. Contractors must comply with strict federal, state, and VA safety regulations, including medical certifications and COVID-19 screenings. While no specific award value is mentioned, the comprehensive nature of the survey and the extensive reporting requirements suggest a significant contract scope for the selected vendor.
