About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration is seeking small businesses to provide Legionella Disease and Scald Injury Prevention compliant water sampling and testing services for the VA Palo Alto Health Care System. The services will encompass comprehensive water quality testing at three VA facilities in Palo Alto, Menlo Park, and Livermore, including quarterly collection of 664 domestic water samples and 32 cooling tower/chiller water samples. Potential contractors must be registered in the System for Award Management (SAM) and have a current Online Representations and Certification Application on file. Interested parties are required to submit capability statements to Contract Specialist John Da Silva by February 20, 2025, at 10:00 AM PST, demonstrating their business size, socio-economic status, and experience with similar projects. The VA will use these submissions to determine the procurement strategy and evaluate potential contractors' capabilities.

The contract opportunity is designated as a total small business set-aside under NAICS code 541620 for Environmental Consulting Services, with a size standard of $19 million. The anticipated contract period will run from May 1, 2025, through April 30, 2026, with the potential for four additional optional years. Contractors must have personnel with a minimum of two years experience in hospital Legionella sampling and testing, and must utilize a CDC Elite certified analytical laboratory for testing. The scope of work requires quarterly sampling in January, April, July, and October during business hours, with field testing for water temperature, pH, and biocide levels, and results to be provided within 5 days of testing completion. While no specific budget range is disclosed, the comprehensive nature of the testing services suggests a significant contract value for the selected small business contractor.
