About this opportunity

The Department of the Air Force Materiel Command at Hill Air Force Base intends to solicit reverse engineering, qualification, and manufacturing services for form-fit-function replacements of the F-22 Canopy Remover Rocket (JM35, part number 12351100-4), with an October 2, 2026 response deadline for the RFI phase that will precede formal solicitation.

This is a Cartridge Actuated Device/Propellant Actuated Device (CAD/PAD) effort classified under NAICS 325920 (Explosive Manufacturing, 750-employee size standard). No set-aside is anticipated. The Air Force seeks to establish a second source for this life-critical emergency egress component to mitigate single-manufacturer supply chain, obsolescence, and readiness risks on the F-22 program. The government projects an estimated requirement of 245 units over five years (FY27–FY31): 80, 65, 40, 30, and 30 units respectively, with final quantities confirmed upon official RFP release.

Contractors may pursue one of four options: reverse engineer, qualify, and manufacture replacement parts; reverse engineer and provide a producible Technical Data Package (TDP); redesign, qualify, and manufacture a form/fit/function replacement; or redesign and provide a producible TDP. Responses must demonstrate relevant experience from the past five years in reverse engineering explosive/energetic devices, including destructive and non-destructive teardowns and propellant characterization; qualification test plan development and execution; and creation of complete Government-owned TDPs with component/assembly drawings and performance specifications. Cost proposals should include rough order of magnitude pricing and cost reduction suggestions. The government retains technical data rights and will provide a dedicated team of Subject Matter Experts and specialized engineers for technical guidance, design collaboration, energetic material selection, and First Article Testing support.

The Air Force prioritizes small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned concerns. Contact Britney Eggett at 801-586-4479 or britney.eggett@us.af.mil with questions.
