About this file

This is a Sources Sought Synopsis issued by the Department of the Air Force, Air Force Materiel Command (AFLCMC/EBHK) at Hill Air Force Base for market research purposes only. The synopsis number is FA821326R3049, and it is not a solicitation; no contract will be awarded and no reimbursement will be provided for response costs.

The Government seeks to identify responsible sources capable of reverse engineering, qualifying, and manufacturing form-fit-function replacements for the F-22 Canopy Remover Rocket (JM35), part number 12351100-4, stock number 1377015153489. This is a Cartridge Actuated Device/Propellant Actuated Device (CAD/PAD) market survey classified under NAICS Code 325920/Explosive Manufacturing with a size standard of 750 employees. The Government is particularly interested in small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned concerns. Interested parties must provide company profile information (employee count, office location, CAGE Code, UEIN, and small business status), demonstrate relevant experience in reverse engineering explosive/energetic devices within the past five years, describe reverse engineering methodology including destructive/non-destructive teardowns and propellant characterization capabilities, document experience developing and executing qualification test plans for CAD/PAD items, provide examples of past performance creating complete Government-owned Technical Data Packages (TDPs) with component/assembly drawings and performance specifications, and detail any teaming or subcontracting arrangements with clear delineation of prime versus partner responsibilities. Responses must be submitted by 2:00 PM MST on July 15, 2026, to Britney Eggett at 801-586-4479 or britney.eggett@us.af.mil.

SOURCES SOUGHT SYNOPSIS

FOR

UNITED STATES AIR FORCE (USAF) AND/OR FOREIGN MILITARY SALES (FMS)

DEPARTMENT OF THE AIR FORCE, AIR FORCE MATERIEL COMMAND, AFLCMC/EBHK

Sources Sought Synopsis Number: FA821326R3049

Notice Type: Sources Sought

SYNOPSIS:

1. NOTICE: This is a Sources Sought Synopsis for planning and market research purposes only. This is not a solicitation, and no contract will be awarded from this notice. No reimbursement will be made for any costs associated with preparing a response.

1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 325920/Explosive Manufacturing, which has a corresponding Size standard of 750. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service- Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

2. Program Details

2.1 This is a Source Sought Synopsis announcement, for market research information only to be used for preliminary planning purposes. This market research is being conducted to identify potential sources possessing the engineering, testing, and manufacturing expertise required to reverse engineer, qualify, and manufacture form-fit-function replacements for the following Cartridge Actuated Devices / Propellant Actuated Devices (CAD/PAD). No proposal is requested or accepted from this synopsis. This is not a solicitation for proposal and no contract shall be awarded from this synopsis. The Department of the Air Force Materiel Command, AFLCMC/EBHK, Hill AFB is conducting a market survey for the following item:

Item Nomenclature Part Number Stock Number

1 F-22 Canopy Remover Rocket (JM35) 12351100-4 1377015153489

STEVENS, QUINCY P CTR USAF AFMC AFLCMC/EBHJ

For the items listed in Table 1

Lable this as table 1, with a short title to reference it easier

INSTRUCTION

1. Provide relevant experience to include performing engineering, manufacturing, inspection, technical capability to manufacture/repair the above stated item and testing of similar remover rockets in the last 5 years.

2. Company Profile will include the following:

Part A: Company Profile

A. Number of employees.

B. Office Location C. CAGE Code D. Unique Entity Identifier Number (UEIN) E. Small Business designation/status claimed

Part B: Reverse Engineering & Technical Capabilities

A. Reverse Engineering Methodology: Describe your company's processes for reverse engineering explosive/energetic devices. Include your capability to perform destructive/non-destructive teardowns, metallurgical analysis, chemical/propellant characterization, and dimensional tolerancing.

B. Qualification & Testing: Describe your experience developing and executing qualification test plans for CAD/PAD or similar energetic items (e.g., environmental, functional, and aging).

C. TDP Generation: Provide examples or demonstrate capability of past performance in creating complete, configuration-manageable USG Technical Data Packages (TDPs) from reverse-engineered assets. This includes component/assembly drawings as well as performance/detail specifications for manufacturing and testing for compliance.

D. Teaming/Subcontracting: Detail any planned teaming or joint-venture arrangements.

Clearly delineate which portions of the reverse engineering, testing, and manufacturing would be performed by the prime versus the teaming partner.

3. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The U.S. Government does not own the technical data rights required to manufacture these devices and possesses very limited technical data. The objective of this effort is to develop an alternate source of supply and/or USG compatible TDP. The successful source would be responsible for conducting a complete reverse engineering effort (including material characterization and energetic analysis), and developing a Government-owned Technical Data Package (TDP). Interested offerors shall respond to this Source Sought Synopsis no later than 2:00PM MST 15-July-2026.

4. Questions regarding this market survey should be addressed to Britney Eggett 801-586-4479 or e-mail: britney.eggett@us.af.mil

Make this more generic, like ‘the items listed in Table 1’

STEVENS, QUINCY P CTR USAF AFMC AFLCMC/EBHJ

May not need this

STEVENS, QUINCY P CTR USAF AFMC AFLCMC/EBHJ

May want to reword or pull M3A2 from this

STEVENS, QUINCY P CTR USAF AFMC AFLCMC/EBHJ

And USG competable TDP?

Need to specify. I strongly recommend we require Government owned TDP (we are paying for the RE effort)
