About this file

This is a Request for Information (RFI) issued by the United States Air Force (USAF), Department of the Air Force, Air Force Materiel Command, AFLCMC/EBHK, with RFI Number FA821326R3049 for second sourcing of Cartridge Activated Devices/Propellant Activated Devices (CAD/PAD).

The RFI seeks to identify responsible sources capable of serving as an alternate supplier for the F-22 Canopy Remover Rocket (JM35, Part Number 12351100-4, Stock Number 1377015153489). The F-22 Raptor program currently relies on a single manufacturer for this life-critical emergency egress component, creating supply chain, obsolescence, and readiness risks. Interested contractors must demonstrate engineering, testing, and manufacturing expertise to perform one of four options: (1) reverse engineer, qualify, and manufacture replacement parts; (2) reverse engineer and provide a producible Technical Data Package (TDP); (3) redesign, qualify, and manufacture a form/fit/function replacement; or (4) redesign and provide a producible TDP. The government projects an estimated requirement of 245 units over a five-year period (FY27–FY31: 80, 65, 40, 30, and 30 units respectively), with final quantities to be confirmed upon official Request for Proposal release. The effort falls under NAICS Code 325920 (Explosive Manufacturing) with a size standard of 750 employees, and the government is particularly interested in small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned concerns. Responses must be submitted by 2:00 PM MST on October 2, 2026, and should include company profile information (number of employees, office location, CAGE Code, Unique Entity Identifier Number, and small business status), relevant experience from the past five years, reverse engineering/redesign methodology, qualification and testing experience, teaming arrangements if applicable, risk identification, manpower resources, schedule and manufacturing timelines, critical manufacturing risks, rough order of magnitude pricing, and cost reduction suggestions. The government will not reimburse response costs and does not own the technical data rights for these devices; however, the government may provide a dedicated team of Subject Matter Experts and specialized engineers to assist the selected contractor with technical guidance, design collaboration, energetic material selection, and First Article Testing support. Questions should be directed to Britney Eggett at 801-586-4479 or Britney.Eggett@us.af.mil.

REQUEST FOR INFORMATION (RFI)

FOR

UNITED STATES AIR FORCE (USAF)

DEPARTMENT OF THE AIR FORCE, AIR FORCE MATERIEL COMMAND, AFLCMC/EBHK

RFI Number: FA821326R3049

Notice Type: Request for Information

Title: Cartridge Activated Devices/Propellant Activated Devices (CAD/PAD) Second Sourcing

Disclaimer:

1. NOTICE: This is not a solicitation but rather a Request for Information (RFI) to determine potential sources and is for information and planning purposes only. This RFI does not constitute a solicitation for proposals or any obligation on behalf of the Government. The responses to this RFI are not an offer and cannot be accepted by the Government to form a binding contract. No contract award will be made on the basis of this RFI. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information. Vendor participation is not a promise of future business with the Government.

2. PURPOSE: The purpose of this RFI is in support of market research being conducted by the United States Air Force (USAF) to determine if responsible sources possessing the engineering, and/or testing, and/or manufacturing expertise required to perform one of the following:

a. Reverse engineer, qualify, and manufacture replacement parts

b. Reverse engineer and provide a producible Technical Data Package (TDP)

c. Redesign, qualify, and manufacture a form/fit/function replacement

d. Redesign and provide a producible Technical Data Package (TDP)

The information will also assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The government believes this effort will fall under one of the North American Industry Classification System (NAICS) Code 325920 / Explosive Manufacturing, which has a corresponding size standard of 750. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. The Government will use this information to determine the best acquisition strategy for this procurement. Additionally, please provide a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

If after reading this RFI, the interested party no longer intends to make a proposal; any feedback responses as to why that determination was made would be greatly appreciated.

3. PROGRAM DETAILS & BACKGROUND: The Department of the Air Force is issuing this Request for Information (RFI) to conduct market research and identify potential sources capable of serving as a second source for the F-22 Canopy Rocket Motor. The F-22 Raptor program currently faces critical supply chain, obsolescence, and readiness risks due to its sole-source reliance on a single manufacturer for the Canopy Rocket Motor—a life-critical emergency egress component. Mounted to the front of the canopy with the manifold forward, the assembly utilizes dual cast solid rocket motors oriented in the same plane at an included angle slightly greater than 90 degrees to direct thrust downward and outward, ensuring clean canopy separation during pilot ejection. To eliminate this single point of failure in the energetic industrial base and ensure uninterrupted fleet support, the Government requires the qualification of a capable second source through either complete reverse engineering of the legacy baseline or a validated Form, Fit, and Function redesign.

4. REQUEST FOR INFORMATION: Contractors that are Interested may provide a succinct response addressing the below areas:

a. Preface: Company Information

b. Section I: Requested Information (5 page max per item of interest)
