About this file
This document is a Market Intelligence Questionnaire soliciting industry feedback for a potential construction project to build an F-15EX 8-Bay Maintenance Hangar Complex at Selfridge Air National Guard Base in Harrison Township, Michigan.
The estimated project magnitude is $150 million to $200 million, classified under NAICS Code 236210 (Industrial Building Construction). The 127th Wing requires construction of an aircraft maintenance hangar complex supporting 21 F-15EX aircraft, including a 2-bay corrosion control and fuel cell hangar, a 4-bay maintenance hangar, and a 2-bay munitions and training facility. The scope includes demolition of multiple existing buildings, construction of new parking, utility and infrastructure upgrades to comply with DoD antiterrorism/force protection requirements, and specialized foundation work to meet floodplain requirements. The project may be phased over three separate phases, with construction order and scope potentially adjustable prior to design completion. The National Guard Bureau is considering procurement as a fixed-price agreement using an Other Transaction Agreement (OTA) under 10 U.S.C. § 2808a, a dedicated authority for facility construction and MILCON projects. Design is anticipated to reach 100 percent completion in early 2027, with an industry day currently planned for early-to-mid December 2026. Responses should be limited to 10–15 pages and emailed to three specified Government contacts. This notice is for planning purposes only and does not constitute a solicitation, commitment, or authorization to incur proposal costs. The questionnaire requests 14 categories of information including company details, relevant project experience, military construction experience, bonding capacity, OTA familiarity, preferred transaction terms, phased funding approach, pricing strategies, schedule considerations, and additional industry recommendations to improve competition, affordability, and execution.

Project Details
• Requirement: The 127th Wing requires an adequately sized, properly configured, environmentally safe, and energy-efficient aircraft maintenance hangar complex and maintenance shops, in support of 21 Primary Aircraft Authorization (PAA) F-15 EX aircraft. Functional areas include bay space for maintenance and fuel cell / corrosion control, general maintenance shops, administrative, training, equipment and material storage, and clean/dirty transition space as well as utility and infrastructure upgrades necessary to support construction of the complex.
• Details on Proposed Construction: Construct an aircraft maintenance hangar complex, utilizing conventional design and construction methods to accommodate the mission of the 127th Wing. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Special Construction Requirements: Specialized foundation and facility requirements necessary to meet flood plain requirements. Construction may be phased into three separate phases. The first would be “Hangar 1” which includes a 2-Bay Corrosion Control and Fuel Cell Hangar. The second phase would be “Hangar 2” which includes a 4-Bay Maintenance Hangar (over the former Hangar 3 footprint).
The third would be “Hangar 6” which includes 2-Bay munitions and training (over the former Hangar 5 footprint). The order and scope of the phases may be adjusted prior to the completion of the design. Includes demolition of multiple facilities including buildings 3, 5, 117 and 120. New parking will be constructed in the footprint of the buildings 117 and 120.
Planned Acquisition Approach Under Consideration:
The National Guard Bureau is considering procurement of a fixed-price agreement utilizing an Other Transaction Agreement (OTA) under the authority of 10 U.S.C. § 2808a. This authority establishes a dedicated, independent Other Transaction (OT) authority specifically for facility construction and military construction (MILCON) or repair projects.
