About this opportunity

The Department of State Regional Procurement Support Office (RPSO) Frankfurt seeks exterior upgrades to three Siedlung Housing Compound Buildings in Frankfurt am Main under FAR Part 12 commercial acquisition procedures, with proposals due August 31, 2026 at 15:00 Central European Summer Time and questions due August 17, 2026. This is not a set-aside procurement.

Place of performance is Frankfurt am Main, Germany (Plieninger Str. 2/4, 6/8, and 10/12). The work encompasses clay tile roof replacement with thermal insulation (approximately 950 square meters per building), high-performance triple-glazed PVC window installation (approximately 96 windows per building), facade insulation and finishing using ETICS systems (approximately 1,950 square meters per building), basement waterproofing with French drain systems, replacement of water supply and sanitary sewer lines, and renovation of 66 bathrooms total (22 per building). Optional scope includes kitchen upgrades with granite countertops and tile backsplash in 36 kitchens and landscaping installation per attached plan. The contractor must provide all labor, materials, equipment, engineering, supervision, and construction services within firm-fixed price, including Value-Added Tax where applicable and Defense Base Act insurance for U.S. nationals only (Germany is on the Active DBA Waiver list). Period of performance is approximately 180 calendar days on-site per building, with pre-construction submittals due within 30 days of award and a 60-day interval between buildings for resident relocation.

Work must comply with German building codes (DIN and EN standards), the German Drinking Water Ordinance, U.S. Consulate specifications, and international codes (IBC, IFC, IPC, NFPA); where conflicts exist, the more stringent standard applies. The contractor must designate a German and English-speaking Project Site Manager approved by the Contracting Officer's Representative and submit a Quality Management Plan and Project Safety Plan prior to construction mobilization, plus a five-year workmanship warranty.

Evaluation employs two phases. Phase 1 assesses mandatory minimum requirements: SAM registration with active status, local VAT documentation, country authorization for Germany, financial institution letter confirming irrevocable letter of credit availability, subcontractor identification with licensing assurance, and third-country national recruitment compliance plans per FAR 52.225-50. Phase 2 comparatively evaluates Technical Capability (performance schedule, key personnel qualifications, management information, and quality management program), Past Performance (three relevant projects completed within five years of similar magnitude and complexity), and Price. Evaluation factors other than price are significantly more important than price when combined. Award will be made to the responsible offeror whose proposal provides the most advantageous commercial solution, without discussions.

An organized site visit is scheduled for August 12, 2026, at 10:00 am local time; registration with attendee names is required by August 5, 2026. Proposals must include Volume 1 (Price Proposal with detailed breakdown per Attachment 2) and Volume 2 (Technical Proposal with performance schedule, key personnel, management information, past performance, and quality management program). All offerors must submit signed copies of Amendment 0002 (effective August 14) and Amendment 0003 (effective August 19). Amendment 0003 provides clarifications on scope, quantities, specifications, corrected building dimensions, roof thermal performance requirements (U-value ≤0.20 W/m²K with insulation thermal conductivity l≤0.035 W/mK and minimum thickness 180–200 mm), and updated Attachment 5 drawings and landscaping plans uploaded to the FAN folder.
