About this file
This document is Amendment 0003 to Solicitation 19GE5026Q0119, issued by the American Consulate General Frankfurt on August 19, 2026, with an effective date of August 19, 2026. The amendment updates the solicitation for facility renovation and maintenance work at three residential buildings located at Plieninger Strasse 2/4, 6/8, and 10/12 in Frankfurt, Germany. The proposal deadline remains 15:00 CEST on August 31, 2026, and all offerors must submit a signed copy of this amendment with their proposals.
The amendment provides clarifications through a Questions and Answers document addressing 35 submitted questions regarding scope details, quantities, specifications, and administrative requirements. Key clarifications include: confirmation that 66 bathrooms total require renovation (22 per building across 3 buildings); pipe replacement in all 36 kitchens and bathrooms; approximately 30 roof windows per building to remain unchanged; 96 façade windows per building to be replaced with updated specifications; corrected building dimensions (roof area 950 sqm, façade area 1950 sqm, floor area 750 sqm per floor, attic area 550 sqm, perimeter 155m, total floor area 3,550 sqm); three basement doors requiring cleaning and repainting; contractor responsibility for landscaping installation and maintenance per attached plan, window blind removal and reinstallation, furniture covering during construction, temporary waste collection setup, and damage repairs to building elements resulting from construction activities. Technical specifications clarify that roof insulation must achieve thermal conductivity of λ ≤ 0.035 W/(m·K) with minimum thickness of 180-200mm and U-value ≤ 0.20 W/(m²·K), bathroom fixtures must be replaced one-for-one matching existing configurations with frosted glass windows required, and all fixture schedules and product selections require Contracting Officer Representative (COR) approval during the submittal phase. Updated Attachment 5 drawings with corrected dimensions and new Attachment 5.2 landscaping plans have been uploaded to the FAN folder.

19GE5026Q0119_0003 Questions and Answers
1. Q: Due to Amendment 0001 and the associated expansion of the scope of work, we request an extension of the bid deadline until September 11, 2026.
A: Proposal due date remains 15:CEST on August 31, 2026.
2. Q: There is an ADA ramp at the building located at Plieningerstr. 2/4.
Please confirm that this ramp does not need to be demolished and subsequently restored for the basement wall waterproofing work.
A: We confirm that the ramp will not be demolished. However, the façade insulation shall be extended downward as far as practically possible. The contractor shall remove the pavers along the wall to allow the insulation to be installed as low as possible and provide the best possible insulation performance.
3. Q: Please send us the landscaping plan discussed during the site visit.
A: Please see attached plan. The contractor is responsible for executing and installing the landscaping in accordance with the plan. The contractor shall also be responsible for maintaining the landscaping until project completion and execution of the final acceptance protocol.
4. Q: Please confirm that the contractor does not need to remove and reinstall the window blinds.
A: The contractor shall be responsible for removing, safely storing and reinstalling the existing window blinds upon completion of the work.
5. Q: Please provide us with the reports from the camera inspections of the underground utility lines.
A: Provided with amendment 0002 and uploaded to the FAN folder.
6. Q: Please provide us with all building plans from Attachment 5 - Drawings and Photos in PDF format.
A: Attachment 5 includes all drawings and sketches available for this solicitation. Facility Management has no additional drawings to provide.
7. Q: Please confirm that pipe replacement is requested only in the bathrooms and in 24 kitchens. However, we would like to point out that drinking water hygiene cannot be guaranteed if not all pipes are completely replaced, and no warranty can be provided in this regard.
A: The total number of kitchens is 36 for all three buildings. Pipe replacement is requested only in the bathrooms and 36 kitchens. We acknowledge that drinking-water hygiene for the overall system cannot be guaranteed where the potable-water piping is only partially replaced.
Accordingly, no warranty is required for the drinking-water hygiene of the complete system but the warranty is required for all replaced piping.
8. Q: We submitted our access request for Attachment 5 and received a document in response; however, it appears to be a generic reference file showing sample images and drawings of a different building (Joachim-
Becher-Strasse, Carl-Schurz-Siedlung) rather than site-specific drawings for the actual project buildings at Plieninger Str. 2/4 - 6/8 - 10/12. Could you confirm whether project-specific technical drawings (floor plans, elevations, roof plans, window schedule) exist for this project and can be provided?
A: The drawings and elevations included in Attachment 5 are provided primarily as reference information for the painting work. Some of these drawings are not project-specific and are intended to provide the contractor with a general reference for the required work.
However, pages 2 and 3 of the Attachment 5 include drawings showing the existing/current conditions of the project buildings at Plieninger Str. 2/4–
6/8–10/12.
9. Q: The sample building shown in Attachment 5 (Joachim-Becher-Strasse) includes stated dimensions (roof area 927 m², facade area 1,482 m², floor area 652 m² per floor, attic area 526 m², perimeter 141 m). Could you confirm whether the three actual project buildings at Plieninger Str. 2/4, 6/8, and 10/12 are the same building type/model (same floor plan and dimensions) as this sample building? If so, we would like to use these figures as a reference basis for our quantity take-off.
A: Please see below the attached drawing with the corrected dimensions for the three buildings. Please use this updated version for your calculations, as it reflects the accurate measurements for each building.
Attachment 5 has been updated accordingly and is provided with amendment 0003.
10. Q: Could you confirm whether measured drawings, or as-built plans window openings, are available to support our quantity take-off?
A: We will not provide separate window plans or as-built drawings for the window openings.
The existing dormer windows will be replaced with skylight windows in accordance with the scope of work. There are approximately 30 roof windows per building, and the number of roof windows will remain unchanged. Due to the new roof construction, minor adjustments to the window locations shall be considered where necessary.
The number of façade windows will also remain unchanged from the existing condition, with 96 windows per building. However, please note that the type and dimensions of the windows will change as specified in the scope of work.
The contractor shall verify the existing conditions and dimensions as necessary for the preparation of the quantity take-off and execution of the work.
11. Q: Attachment 1 (Section C.1.1) states a total of 66 bathrooms to be renovated (22 per building × 3 buildings), while Attachment 2 lists only 21 bathrooms (Type 1: 12, Type 2: 4, Type 3: 5). Could you confirm the correct total bathroom count, and how Types 1/2/3 map across the three buildings?
A: Attachment 2 is a sample/template for a price proposal breakdown.
Offerors shall adjust so it matches their total firm fixed price.
12. Q: Attachment 1 (Section C.1.1.B.7) describes kitchen backsplash tile replacement and countertop installation in 24 kitchens, but we do not see a corresponding line item in Attachment 2. Should this work be priced under an existing CLIN, or will an updated Attachment 2 be issued to include it?
13. Q: Attachment 1 (Section C.2.2.14) describes full replacement of the potable water supply and sanitary sewer systems (interior and underground to the municipal connection) in significant technical detail, but this scope does not appear as a distinct line item in Attachment 2. Under which line item should this work be priced?
14. Q: Attachment 2 lists "Roof Work," "Façade Work," and "Windows Work" as lump-sum (LS) items with no stated area or count. Could you provide the total roof area, total façade area, and total window count/schedule for the three buildings?
15. Q: Steel cross-bracing reinforcement is specified "per new roof window/dormer," and smoke/heat extraction roof windows are specified
"per staircase," but neither the total number of roof windows/dormers nor the number of staircases is stated. Could you provide these counts and dimensions?
A: There are approximately 30 roof windows per building, and the number of roof windows will remain unchanged.
Each building block has two staircases, with three windows plus one smoke/heat extraction window per staircase.
For additional information and visual reference, please refer to the photos included in the Scope of Work.
16. Q: For linear/area-based line items in Attachment 2 (e.g., Basement
Waterproofing – 160 M, Perimeter Insulation – 320 SQM, Scaffolding –
1,800 SQM, French Drain – 160 M), could you confirm whether these quantities represent the combined total for all three buildings or a per-building figure?
17. Q: Could you confirm the quantity of existing basement doors requiring cleaning, grinding, and repainting (dimensions approx. 885×2000mm, per
Section C.1.1.B.6.b)? No count is stated.
A: The exterior basement doors are one per building thus the total number of doors is three.
18. Q: The above-rafter thermal insulation (Section C.2.2.1) is described only as a "high performance roof insulation system suitable for steel rafter construction" without a named brand or model, unlike most other material line items in the SOW. Could you confirm and acceptable brand/product or the minimum performance criteria (thermal conductivity, compressive strength) and thickness required?
A: The contractor may propose an equivalent high-performance roof insulation system suitable for steel rafter construction. The insulation shall have a thermal conductivity of λ ≤ 0.035 W/(m·K) and a minimum thickness of 180-200 mm, with the final thickness adjusted as necessary to achieve a roof U-value of U ≤ 0.20 W/(m²·K). The proposed system shall be suitable for the specific steel roof construction and shall comply with applicable
German requirements and standards, including GEG and DIN 4108. The contractor shall provide the required thermal-performance calculation with the submittal.
19. Q: For bathroom fixtures where two product options are given without a stated split (e.g., Liga sliding shower doors vs. Raya swing shower doors;
single vs. double Geberit vanity basin sets; Grohe bath mixer vs. shower mixer), could you clarify which bathrooms/types receive which option?
A: The contractor shall maintain the existing condition, layout, and design of the bathrooms. All fixtures shall be replaced on a one-for-one basis, matching the existing configuration. No changes to the bathroom layout or design are included in the contract.
Following contract award, the contractor shall submit a detailed list of the proposed products and fixtures for COR review and approval, including the applicable options for each bathroom.
20. Q: Could you confirm whether the galvanized protective plate specified for the garbage area (200×5mm, 5m length, Section C.1.1.B.6.j) is a single 5m run in total, or 5m per building?
A: The 5m plate is per garbage area. Each building has one garbage area therefore 5m per building.
21. Q: None of the documents provided to date include a window schedule, a door schedule, a dormer/roof-window schedule, or drawings identifying the location and count of kitchens and bathrooms. Receiving these would allow us to prepare a more precise quantity take-off and pricing for these items. If available, could you please share?
A: All schedules will be provided from the contractor for COR approval during the submittals.
22. Q: Will repairs be carried out on the internal walls, floors, and other areas, particularly where there is damage due to moisture? If so, could you please provide the approximate area and the relevant specification?
A: As stated in the Scope of Work, the contractor is responsible for repairing any damage or deficiencies resulting from the construction activities, including areas adjacent to the work areas. The contractor shall hand over the buildings in their original condition or better upon completion of the work.
23. Q: Existing Furniture
Regarding the exterior furniture, during construction we are required to secure the furniture with foil and stack it together in the middle of the room or where feasible. Are we required to put them back in place where they have been located before?
A: Yes, the contractor is responsible for covering up all furniture. Put them back it will be responsibility of the US Consulate General Frankfurt.
24. Q: Responsibility for damages to existing furniture
If any damage to the furniture is done during construction, the contractor is responsible.
To reduce the risk of damages during moving the furniture is it possible that
US-personnel is moving the furniture before construction starts?
A: No, that is not possible. Please see answer to the Question 23.
25. Q: Power connection
Is a dedicated high-voltage (heavy current) power connection available on-site for crane operations? If so, please confirm if the contractor is authorized to utilize this connection.
A: No dedicated high-voltage (heavy-current) power connection is available on site for crane operations. However, the contractor may make the necessary arrangements and connections to utilize the main power panel and/or the construction power panel for crane operation, subject to applicable safety requirements and approval by COR.
26. Q: New Installation
Should a new installation for a washer and dryer be provided in the kitchen?
A: No new appliances in the kitchen is part of this contract. Only remove and re-install of the existing appliances due to the construction work.
27. Q: Waste Collection Area
Is it necessary to set up a temporary waste collection area (e.g., in the parking lot)?
A: Yes, a temporary waste collection is necessary to be provided. The exact location will be determined during the pre-construction meeting and after approval from COR.
28. Q: Kitchen Storage
The kitchens need to be dismantled to replace the plumbing. Where will they be stored?
A: Yes, the parts that we be re-installed need to be stored.
29. Q: Bathroom Windows
Should the bathroom windows have frosted glass for privacy?
A: Yes.
30. Q: Camera survey from 2022
Will the footage from the 2022 camera survey be made available? Is a report also available?
A: Provided with amendment 0002 and uploaded to the FAN folder.
31. Q: Playground
Does the playground across the street need to be protected? Are there any special requirements for this?
A: The playground shall be protected only if it will be affected from the construction work. The COR needs to approve the protection plan if necessary protection plan is necessary.
32. Q: Window handles
Why aren't uniform window handles with locks installed on the ground floor instead of the various existing locks and bolts?
A: The contractor shall reuse the existing lockable window handles for the new window installations. This includes carefully removing the handles from the existing windows and properly reinstalling them on the new units, ensuring full functionality and compliance with the window manufacturer’s requirements.
In apartments where the existing handles are still installed, the COR will provide new replacement handles to the contractor for installation on the new windows.
33. Q: Site Security
Does the site require special security measures? Is a construction fence necessary?
A: Yes, all special security measures according to the local standards are required.
34. Q: Ramp
Is the wall in the ramp area sealed from the inside with a horizontal barrier?
A: No existing horizontal waterproofing barrier is present in the wall at the ramp area. The contractor shall include an appropriate waterproofing solution as part of the façade and basement insulation works to prevent moisture penetration and rising damp. The proposed solution shall be submitted to the COR for review and approval prior to execution.
35. Q: Storage Area
Is there a central office and storage area for containers/trash containers?
A: The designated storage area and container office will be finalized during the submittal phase.
