Amendment 0001 AOCSSB25R0005
Questions/ Reponses / Comments / Clarifications Temporary Kitchen Facility
1. Please confirm dimensions of area the kitchen trailers and cooler can be placed? Is it the
17’ in the RFP or the width of the drawing at the site visit that showed Trailer, Walk in, Trailer Side by Side which would be approximately 27-29’? The combined width of the kitchen prep and dishwashing cannot exceed the 17’-0” width (assuming side by side facilities). See attached site sketch for assumed layout of the temporary kitchen, dishwashing, and freezer.
2. Is the vendor responsible for any deck, ramps, stairs or railing? [LMG] Yes. Vendor will be responsible for providing non-combustible stairs at egress door locations. See attached sketch for assumed location of doors and related stairs.
3. Are there any weight restrictions for where equipment is being placed?
• [LMG] - Equipment such as a Telehandler shall not exceed the following:
i. Front Axle – 32,000 lbs
ii. Real Axle – 8,000 lbs
iii. Gross total – 40,000 lbs
iv. Wheel Base – 7’-0” x 10’-4”
v. Concurrent Uniform load – 40 lbs / sf outside footprint
• The Government will provide cribbing to distribute load of proposed temporary facilities. Vendor will provide required cribbing to ensure finished floor elevation of the temporary facility is level with adjacent porch area. See attached drawings and images.
4. Is Capitol personnel wiring direct to each trailer and walk in? Or does vendor have to connect all 3 to a main panel/disconnect for Capitol to wire into? [LMG] Government will connect existing power to trailer facility. Vendor will be present for connection and responsible for follow-on facility / equipment start up and testing.
5. Any restrictions on time/dates for installation and removal? Any time/date restrictions on maintenance visits? [LMG] See section 11.0 of the Statement of Work (SOW) for hours of operations. For maintenance operations, work with the COR to determine appropriate times for maintenance based on impacts to the facility operations. It is assumed maintenance will occur off hours between 4PM to 6AM. Response time from notification by Government of issue to vendor shall be within 24hrs.
6. Is a grease trap required? Is Capitol providing or does vendor need to supply if required?
[LMG] Yes. Please see the updated Statement of Work (SOW) noting requirement for appropriately sized grease interceptor to meet applicable International Building Code (IBC) requirements.
7. What date do you want trailers onsite (begin install)? [LMG] See table 1 of the Statement of Work (SOW) under “Mobilization and delivery of temporary food service facility to the U.S. Capitol Building. The expectation is facility is delivered and complete for utility connections by the Government on the date provided.
8. When do you need everything set ready for utility hookups? [LMG] See table 1 of the Statement of Work (SOW) under “Mobilization and delivery of temporary food service facility to the U.S. Capitol Building”. The expectation is the facility is delivered and complete for utility connections by the Government on the date provided.
9. When do you expect to award this solicitation/Bid?
Approximately 4-6 weeks after proposal due date
10. Is it essential to have electric-only appliances? Currently, our cooktop and ovens are fueled by natural gas. It's easy enough to switch them out, but it's more cost effective to use the existing. It would be good to know which way the contracting team would move forward on that item. [LMG] It is essential. Fuel sources other than electric will not be acceptable to the Government.
11. Dimensional Requirements ? [LMG] See section 3.2.1 of the Statement of Work (SOW).
12. We can only provide an all-electric Single Unit Modular (SUM). Section 3.1.3 (SOW) states:
"Proposed system shall have a fully separated kitchen prep area and dishwash area as well as ...".
A separate dish area from the kitchen is a new update and the All Electric Single Unit Modular (SUM) does not have a separate dish area, so we will have to reevaluate our available kitchen solutions.
Based on discussions with our food service team, this area is required to be separated as moving dirty dishes through a kitchen space is problematic. If your team has options for fully separating these functions, we are open to your recommendations.
This unit does have the door on the end, as required, and moving dirty dishes through the cooking space can be avoided by bringing them through the side door (#24). As a single modular unit, the width is 12' so there would be room to add a ramp/stairs on the side to access the dish area without exceeding the 17' required width. The dishwasher will meet all codes.
Advise you to respond with your solution to our requirements for our review.
[LMG] See attached drawing for anticipated layout of connector to interface with proposed temporary facility. A fully enclosed access to the kitchen preparation area and dishwashing area will be required. Side access as proposed above will not have fully enclosed access as required.
13. Can you tell us how long it takes to process the CP-491 ‘Request for Check of Criminal History Record’ before contract execution begins?
[LMG] Typically a couple of weeks after receipt by the Government of the completed forms. This will only be required for the contractor that wins the contract.
14. Based on new requirements/specifications discussed at the site visit on 2/12/25 and an anticipated amendment, will the government please extend the due date for proposal responses to 2 weeks after the release of the amendment and Q&A?
At this time the due date for proposals remains the same. If that changes an amendment to the solicitation will follow.
15. Do wage determinations apply for this project?
Yes they do. The Service Contract Act (SCA) wage determinations have been incorporated and attached with this amendment.
16. Are any building permits required for this project and, if so, which one(s)? [LMG] No building permits are required.
17. Could the government please confirm the dimensions of the overall kitchen facility area—i.e., maximum length and width (not including the connector building)?
As noted in: J.1 Statement of Work (SOW) – Section 3.2.1– Dimensional Requirements:
Proposed temporary food service facility shall be located as shown on the attached drawing and rendering. Proposed system shall only be installed within a 17’-0” x 60’-0” long space.
[LMG] See section 3.2.1 of the attached Statement of Work (SOW) and site plan noting dimensions for the temporary facilities.
18. What capability does the unit need to provide—cooling and freezing or cooling only?
And Would vendor need to provide wire-racking shelving, and if so, any specific requirements?
As noted in the SOW Sections:
3.2.1: “… the proposed system shall have a fully separated kitchen prep area and dishwash area as well as provide walk-in cooler / freezer ...”
3.2.3: “Cold Storage – Vendor will provide a minimum of an 8x8 walk-in cooler / freezer unit. Provide system for remote monitoring of internal cold storage temperatures. System may be built into the proposed kitchen pre / cooking facility or as a stand-alone system. Only one 8x8 unit will be required.”
5.1.2: “Walk-in cooler may exist outside the 17’-0” x 60’-0” footprint noted above in section 3.13.
[LMG] Provide a combination unit with both cooling / freezing capability. Provide a stainless-steel racking system with lockable wheels to allow for flexibility of loading and transporting products to the kitchen.
Clarifications/Responses from Site Visit:
1. Temporary facilities cannot be set by a crane. Other systems are a possibility such as a crawler etc. [LMG] See above for additional information at item no. 3 regarding weight restrictions, cribbing, and telehandlers etc.
2. AOC will provide flat platform for trailers at planter locations. We are determining if we keep the curbs, or if we can remove and infill with cribbing.[LMG] I don’t believe we have much more to add other than this is AOC provided. I added verbiage noting the vendor is responsible for installing the temporary facility at an elevation level with the porch area or approximately 24 to30” above the adjacent grade. AOC will provide some structural cribbing to distribute loads over the structure.
3. AOC will work with the vendor to provide anchors for tie-downs. Vendor to provide tie-downs and AOC to provide anchor points at structure. [LMG] I don’t think so. Essentially, these systems require tie downs (for wind). Something the vendor should be familiar with.
We will essentially provide a connection to our structure.
4. AOC’s plan is to park the temporary facilities up to the enclosure and allow access into the facilities through end opening. [LMG] See the drawings. This is hopefully pretty clear. This and Item no. 5 below could be combined to provide more clarity.
5. AOC will construct connector / enclosure to receive the temporary facilities. Weatherproof seals will be installed between temporary facility and AOC provided connector to prevent water infiltration into interior spaces. [LMG] This can be combined with item four above for more clarity.
6. AOC will stack the facilities adjacent to one another. Side mounted exhaust hoods will be need to be placed not to impact adjacent facilities. [LMG] I would simply say that the vendor shall confirm placement of exhaust hoods to ensure facility placement per the attached drawings.
7. Contractor shall provide aluminum egress stairs from single door at each temporary facility.
[LMG] I added this to the scope.
8. AOC will provide rough in for primary services including power, sanitary and domestic water. AOC will tie into temporary facilities (provide labor and materials for connection).
Vendor will be responsible for startup and testing of temporary facilities to ensure proper operations.
