About this opportunity
The Department of State initially issued a Request for Quotes (RFQ) for exterior repainting services of the NOX 1 Building at the U.S. Embassy Manila in the Philippines. The procurement required comprehensive exterior repainting of approximately 8,422.71 square meters of building surface with an 11.5-meter elevation, including surface preparation, crack repair using epoxy injection, primer application, and finish coating. Contractors were required to have an established business presence in the Philippines, demonstrate prior construction experience, maintain SAM registration, and provide performance security equal to 50% of the contract price. The government intended to award the contract to the lowest-priced, technically acceptable offeror who qualified as a responsible contractor. Originally, quotations were due by August 28, 2025, which was later extended to September 5, 2025, through Amendment 001, with questions accepted until August 18, 2025, and a mandatory site visit conducted on August 14, 2025.
This solicitation had no set-aside designation and was open to all qualified contractors, with no incumbent contractors identified in the documentation. The contract was structured as a firm fixed-price arrangement with an estimated value between $25,000 and $100,000, requiring completion within 120 working days from the notice to proceed. Work was to be performed at the American Embassy Chancery Compound on Roxas Boulevard, Ermita, Manila, Philippines, with restricted working hours from 0730-1630, Monday through Saturday including holidays except Sundays. However, the entire solicitation was ultimately canceled on September 30, 2025, through Amendment 002, with the government stating they were reassessing the requirement, meaning no contract will be awarded under this procurement action.
