About this opportunity

The Army Contracting Command's 410th Contracting Support Brigade seeks contractor-provided catered breakfast, lunch, and dinner meals for personnel in the ExSV Colombia 27 exercise, with quotations due October 29, 2026 at 1900 CDT. The solicitation is unrestricted, with no set-aside used, and is issued as a request for quotation and combined synopsis/solicitation. Regional Contracting Center-Americas at JBSA Fort Sam Houston, Texas is the contracting office, and the exercise is sponsored by United States Army Western Hemisphere Command.

Meals must be fully prepared and delivered to the Casino dining location at Tolemaida Military Base, Colombia. The period of performance runs October 30 through November 12, 2026, with 3,220 breakfast, 3,220 lunch, and 3,220 dinner meals (230 of each per day). Delivery windows are 0630-0800 for breakfast, 1200-1300 for lunch, and 1800-1930 for dinner.

Offerors must be registered in SAM and submit a current, approved Food and Water Risk Assessment (FWRA) with the technical proposal. The PWS requires a 100% Acceptable Quality Level, a designated Contract Manager within seven calendar days of award, and a six-day rotational menu seven days before first service. It also requires compliance with Colombian labor, social security, and insurance laws, including general and automobile liability coverage, and company vetting through the US Embassy's DOD Security Cooperation Office. Personnel must pass background checks and sign non-disclosure agreements ten calendar days before work begins. Menus must meet AR 40-25 nutritional standards, including 136 grams of daily protein per person, and prohibit raw animal foods, partially cooked foods, raw sprouts, and non-authorized ice.

The award is a firm-fixed-price contract using Lowest Price Technically Acceptable criteria. The technical evaluation rates PWS compliance and FWRA validity as Acceptable or Unacceptable, while price is evaluated for reasonableness but not rated. Defense Base Act insurance is CLIN 0004, priced as a not-to-exceed lot from an approved Department of Labor source, reimbursable, and excluded from price evaluation. The PWS requires DBA proof within five days of award, while the RFQ summary states coverage must be secured within seven days or face termination. Quotations must be in U.S. dollars and remain firm for 60 days from the response deadline. Payment requests go through Wide Area WorkFlow.
