About this file

This is a Price Sheet for Export Business Development Events (Export BDE) Global services to be performed under a firm-fixed-price (FFP) contract with economic price adjustment (EPA) provisions. The contract period of performance runs from September 30, 2026, to September 29, 2027, with four one-year option periods. The Export Import Bank of the US (EXIM) seeks pricing for organizing and executing in-person export business development events across five geographic regions: Africa, Middle East, Latin America and Caribbean, Asia and Oceania, and Europe, as well as North America events. Each region includes a main event, a variant with full transportation and hotel coverage (excluding per diem), and an offshoot event. Additional services include outreach webinars, membership and registration fees, and event deliverables as identified in the scope.

The price sheet requires offerors to provide firm-fixed pricing per line item per person per event, estimated number of events annually, and total pricing for the base period and each option period. Labor hour pricing is included for optional ancillary support services at 1,912 hours per year. Other Direct Costs (ODCs) cover travel in accordance with Federal Travel Regulations and actual costs for items not identified above, with travel estimated for three events annually with two people per event. Economic price adjustment is based on the Consumer Price Index (CPI) for Airline Fares as the primary benchmark with the City Pair Program as a secondary market check. All costs, including shipping, freight, tariffs, and duties, must be included in quoted prices with no additional costs permitted after quotation submission. Award will be made on a lowest-price basis to the responsive, responsible offeror with the best past performance.

Economic Price Adjustment (EPA) Governing Benchmark and Market Check IAW 52.216-2 Economic Price Adjustment-Standard Supplies.

The Consumer Price Index (CPI) for Airline Fares was selected as the basis for economic price adjustment because it directly measures changes in commercial airline ticket prices and more accurately reflects the market conditions affecting travel-related services than fuel-specific indices. While jet fuel is a significant airline operating cost, airfare pricing is also influenced by capacity, route competition, labor costs, taxes, demand, and other market factors. Accordingly, the CPI for Airline Fares provides a more representative and objective indicator of airfare inflation for purposes of contract administration.

Primary benchmarkMeasuring Price Change in the CPI: Airline Fares
The Consumer Price Index (CPI) has included airline fares as a component of the public transportation index since December 1963. The public transportation index is published in all published CPI areas. The airline fares index is published monthly at the U.S. level and is also seasonally adjusted.

OMB-designated Best-in-Class City Pair Program procures and manages discounted air passenger transportation services for federal government travelers. Go to Government airfare types to learn more.
