About this opportunity
The U.S. Coast Guard Academy is conducting market research through a Request for Information to identify executive search firms capable of recruiting academic deans for three schools: Engineering and Cyber Systems, Leadership and Management, and Science, Mathematics, and Humanities. The Department of Homeland Security's Coast Guard seeks a contractor with extensive higher education expertise and a proven national track record of placing senior academic leaders at accredited institutions. The selected firm must demonstrate capability to perform comprehensive executive search services including strategic planning, market outreach, candidate screening, cultural fit assessment, and transition support. Evaluation will focus on firms' previous experience with dean-level or higher academic placements within the past 5-10 years, their search methodologies, candidate sourcing tools, and strategies for ensuring cultural alignment between candidates and institutional values. Interested parties must submit capability statements by October 31, 2025, addressing specific questions about their qualifications and experience.
This procurement currently has no set-aside designation, though the government is evaluating potential small business participation opportunities as part of determining the final acquisition strategy. The contract involves recruiting for three separate dean positions with staggered timelines, featuring search start dates ranging from November 2025 to August 2026 and candidate placement dates between June 2026 and July 2027. Primary performance will be conducted virtually with secondary on-site activities required at the Coast Guard Academy in New London, Connecticut. No incumbent contractors or specific budget ranges are identified in the pre-solicitation documentation. The RFI represents the initial phase of market research, with the government seeking to understand vendor capabilities and market conditions before finalizing the acquisition approach and issuing a formal solicitation.
