About this file
This Statement of Work (SOW) details an executive search contract for the United States Coast Guard Academy to recruit deans for three academic schools: Engineering and Cyber Systems, Leadership and Management, and Science, Mathematics, and Humanities. The Academy seeks a highly experienced executive search firm to conduct a national competitive recruitment process, with search start dates ranging from November 2025 to August 2026 and candidate start dates between June 2026 and July 2027. The selected contractor will be responsible for comprehensive tasks including planning, market outreach, candidate screening, and transition support, with a focus on identifying top-tier academic leaders who align with the Coast Guard's core values.
The procurement is currently in a Request for Information (RFI) stage, seeking market research to determine the acquisition strategy and potential small business set-aside. The Department of Homeland Security's US Coast Guard is requesting capability statements from potential vendors, with specific questions about their experience conducting executive searches for higher education institutions, candidate assessment methodologies, search processes, and sourcing tools. The primary performance location will be virtual, with secondary on-site activities at the Coast Guard Academy in New London, Connecticut. The contract requires the chosen firm to have extensive networks in higher education and expertise in identifying leadership talent for academic institutions.
