About this opportunity

The Federal Bureau of Prisons, Central Office, seeks executive leadership training and assessment services for women correctional facilities, with quotations due September 8, 2026. The solicitation was originally restricted to small business but has been amended to include large business participation; all offerors must cite applicable GSA Schedule contract numbers.

Place of performance is primarily at the Management & Specialty Training Center in Aurora, Colorado, with virtual delivery as an alternative if travel funding is unavailable. The contractor must design and deliver a customized, evidence-based curriculum addressing seven core areas: responsiveness to women's needs, trauma-informed communication and leadership, safety culture, sexual safety and Prison Rape Elimination Act compliance, data-informed leadership, and cultural considerations for special populations including people with disabilities, veterans, pregnant women, and aging women. The contractor must demonstrate national or international expertise in advocacy for justice-involved women, trauma treatment approaches, cognitive-behavioral interventions, FBOP programs and policies, and executive-level training delivery. Curriculum materials must be submitted a minimum of four months before the initial training date; training occurs once per fiscal year.

The contract is Firm Fixed Price with a base period from October 1, 2026 through September 30, 2027, followed by four unexercised option years (October 1, 2027 through September 30, 2031). NAICS is 611430, Professional and Management Development Training. All contractor personnel require security clearances consistent with Homeland Security Presidential Directive 12; non-U.S. citizens are prohibited from performing work under DOJ 2640.2F. Key personnel must be identified by name, position, and responsibility with resumes; replacements must have equivalent credentials and be reported to FBOP within three calendar days of vacancy. Evaluation criteria are Technical (most important), Past Performance, and Price (least important), with combined technical and past performance significantly outweighing price. Past performance questionnaires must be emailed to hbourne@bop.gov by the quotation due date.
