About this file
This document is evaluation criteria for a Federal Bureau of Prisons (BOP) executive training and assessment acquisition conducted under FAR Part 12 for commercial products and services. Full performance begins October 1, 2026, with a 12-month base period, four one-year option periods, and an optional 6-month extension.
Proposals will be evaluated on three factors: Technical (most important), Past Performance, and Price (least important). Technical and past performance combined are significantly more important than price. The evaluation employs a best-value approach with potential price-performance tradeoffs as technical and past performance ratings converge. Technical evaluation criteria include 12 specific factors: experience with justice-involved women and incarcerated populations; expertise in trauma-informed treatment and cognitive-behavioral interventions; research and publication record in peer-reviewed journals; experience training correctional leadership at national or international levels; knowledge of FBOP programs, policies, and Prison Rape Elimination Act (PREA) implementation; and capability to conduct comprehensive facility assessments and develop trauma-informed and women-specific operational models in correctional facilities. Past performance evaluation assesses organizational contract history, customer satisfaction, budget management, business practices, and technical capabilities, with potential neutral ratings for offerors lacking relevant experience. Pricing evaluation requires fair and reasonable prices compliant with regulatory requirements; proposals with loss positions or extreme prices may be deemed unrealistic or unreasonable. The Government will evaluate base period and all option period pricing and technical responses for award purposes, though option period evaluation does not obligate exercise.

Executive Training & Assessment
EVALUATION CRITERIA
The offeror’s proposals will be evaluated in three areas: Technical, Past Performance, and Price.
This acquisition will be conducted in accordance with FAR Part 12, Commercial products and Commercial Services. The Government shall award to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government. A comparative evaluation of all quotes will be performed to determine the best value, which may include a tradeoff among price and non-price factors Technical and past performance when combined are significantly more important than price. In the non-price areas, technical is more important than past performance. Interested parties should recognize that price, although of lesser importance than non-price factors, might contribute substantially to the contract award decision. As the evaluation of competing proposals in the technical and past performance areas become more equal in rating, the more important price will become in selecting the best value for the Government. The BOP desires to make an award to the offeror who can provide the best value, considering the evaluation criteria specified herein. The Government is more concerned with obtaining superior technical excellence and low risk than in making an award at the lowest price to the Government. This will involve an overall assessment of each proposal judged in terms of an offeror's potential for successfully completing anticipated requirements at a reasonable cost.
The contractor shall commence full performance of services under this contract on October 1, 2026. The contract will include a 12-month base period, with four (4) one-year option periods and an optional 6 month extension.
Submittals/proposals will be rated based on the Decisional Rule criteria. Mere restatement of the requirements or assertions that the quote is compliant with the RFQ/solicitation without containing an appropriate description of the offeror's capabilities may negatively impact an offeror’s evaluation. Generic information may be rated lower than information well tailored to the Government’s requirements. The Government will evaluate quotes based solely on the information provided in the offeror’s submittal. The quote must clearly demonstrate the offeror’s understanding of the requirements and capability to perform the work described in the solicitation. The Government is not obligated to search for or infer information not contained in the quote. Failure to provide sufficient detail to allow for a complete evaluation may result in a lower evaluation compared to others or the quote being determined technically unacceptable.
Quotes shall clearly demonstrate, at the time of submission, the capability to meet all the following criteria:

Past Performance
Past Performance is a measure of the degree to which the offeror, as an organization, has performed previous contracts and satisfied its customers. Offerors will submit Past performance information with their proposal, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). The Government will check, to the extent it deems necessary, each offeror's past performance information and reserves the right contact references to inquire about: the quality and timeliness of the offeror's work; ability to stay within budget; reasonableness of its business behavior; and technical and management capabilities. The Government may expand the evaluation to include references or information not contained in the offeror's submission including, but not limited to, past evaluations and other available information. The actual number of references checked is at the Government's discretion. If an offeror has no relevant part performance, the offeror may receive a neutral rating.
Pricing Evaluation
To be considered for award, the offeror must submit prices that comply with pertinent regulatory requirements and are deemed to be fair and reasonable. The Government may evaluate the reasonableness of each offeror's proposed unit prices and multipliers by comparing them to each other and, where necessary, other contracts for similar items.
Prices that represent a probable loss position for the offeror may be judged unrealistic.
Prices which are extreme or excessive may be judged unreasonable.
For award purposes, in addition to an offeror's response to the base period requirements, the Government will evaluate the offeror's technical and price response to all contract option periods. Evaluation of option period will not obligate the Government to exercise the options.
