About this opportunity
The Federal Bureau of Prisons is issuing a Request for Information on June 3, 2026 (responses due June 29, 2026) to conduct market research for a potential total small business set-aside procurement of executive leadership training for women facilities, with solicitation timing and award value not yet determined.
The FBOP Women and Special Populations Branch seeks to procure development and delivery of a comprehensive, trauma-informed executive leadership training program customized to women's needs at FBOP correctional facilities. Training will be conducted once per fiscal year, preferably at the FBOP Management & Specialty Training Center in Aurora, Colorado, with virtual delivery available if travel funding is unavailable.
The contractor must demonstrate national or international expertise in advocacy for justice-involved women, incarcerated women populations, trauma-informed treatment approaches, and cognitive-behavioral interventions, evidenced by publications or prior training of correctional agency executives. Experience with FBOP programs, policies, and Prison Rape Elimination Act (PREA) implementation standards is required. All key personnel identified at quote submission must obtain FBOP approval and security clearance consistent with Homeland Security Presidential Directive 12 (HSPD-12), including potential NCIC checks, fingerprint verifications, and urinalysis testing.
The period of performance is one year with four optional renewal years, anticipated to begin before the end of Fiscal Year 2026. Curriculum must address trauma-informed communication and leadership strategies, culture of safety, PREA compliance, data-informed leadership, and cultural considerations for special populations including people with disabilities, veterans, pregnant women, and aging women. The contractor shall submit detailed curriculum materials a minimum of four months before the initial training date for FBOP approval.
