About this opportunity
The Department of the Navy Naval Supply Systems Command is conducting a sole source procurement for Ex Libris unified library services platform software to serve the National Defense University. The acquisition seeks a comprehensive Software-as-a-Service library management system that integrates an Integrated Library System (ILS), Discovery Layer, Digital Asset Management System (DAMS), and link resolvers into a single platform from Ex Libris USA, Inc. The system must maintain FedRAMP authorization for security compliance and provide 99.9% uptime with weekly data backups and tiered technical support. This procurement will consolidate four separate existing contracts into one unified platform to improve administrative efficiency and cost savings. The solicitation has an extremely tight timeline with responses due by 1:00 PM on September 25, 2025, just two days after the posting date of September 23, 2025.
This opportunity has no set-aside designation and is structured as a sole source action specifically targeting Ex Libris USA, Inc. as the only capable vendor following extensive market research. The system will support 34 named users, manage 560,154 bibliographic titles and 76,356 unique e-journal titles, and serve 1,750 full-time equivalent users with 55,100 digital metadata records. The initial contract covers 12 months of service with four additional option years, potentially extending through September 30, 2029, with the base period delivery date of September 30, 2025. Performance will take place at Fort Lesley J. McNair in Washington, DC, supporting NDU's library operations across its enterprise including staff, students, and contractors. The justification documentation indicates this procurement will generate significant cost savings by bundling previously separate contracts while providing enhanced technical capabilities through Ex Libris's proprietary integrated platform.
Notice text
This is a combined synopsis/solicitation to acquire Ex Libris software to provide the National Defense University with a Unified Library Services Platofrm. This is a sole source action for the provision of the proprietary Ex Libris ALMA and Primo VE and Ex Libris Digital software support, which provides a unified integrated library system, discovery layer software, digital asset management systems (DAMS) and link resolvers from Ex Libris USA, Inc. (CAGE: 3TZP8).
The National Defense University requires a unified library services platform. This platform is necessary to provide a comprehensive library management system, which at minimum requires an Integrated Library System (ILS), a Discovery Layer for searching and discovering academic writing across underlying databases, a Digital Asset Management System (DAMS), and link resolvers, which is a full-text searchable library data bridge software required to connect citation links to full-text searches. This platform also must have FEDRAMP Authorization to maintain minimum security concerns. This software will maintain the minimum required integrated library system, Discover Layer, DAMs and link resolvers required by NDU.
It is the Government’s intent to issue a contract for delivery of 12-month coverage as well as four (4), options.
