The critical deadline for proposal submission is January 29, 2026, at 1:00 PM Central Time, with acceptances anticipated by February 12, 2026, and deliveries scheduled between April 1, 2026, and June 30, 2026.
The solicitation includes various small business set-asides pursuant to the Small Business Act, including potential partial or total small business set-asides, service-disabled veteran-owned (SDVO) set-asides, quantities reserved for 8(a) and AbilityOne firms, and price evaluation preferences for qualified HUBZone small businesses. No incumbent contractors are identified in the solicitation notice. The procurement encompasses approximately 13.7 million pounds of milk products across multiple configurations, including 1% milkfat UHT milk in 1500-box and 2640-box packaging configurations, as well as skim evaporated milk in 24/12 FL OZ cans, with individual lot quantities ranging from approximately 9,000 to 350,000 pounds. New contractors are subject to probationary status, with initial awards limited to 10 truckloads per product until successful delivery of at least five truckloads is demonstrated. Deliveries are required to numerous locations across the continental United States, Hawaii, and Puerto Rico.
