The Bureau of Land Management Idaho Region seeks a firm fixed-price contract for rangeland drill seeding across approximately 11,403 acres at three fire locations in Oregon, with quotations due July 17, 2026. Performance runs September 21, 2026 through March 1, 2027 (102 calendar days maximum), with operations limited to daylight hours, six days per week. Place of performance includes Little John fire (2,571 acres native seed, 2,065 acres non-native), Rock Creek fire (3,460 acres native, 335 acres non-native), and Butte fire (2,972 acres non-native) in Malheur County, Oregon. Wilderness Study Areas (3,909 acres Little John, 535 acres Rock Creek) restrict operations to one vehicle and trailer for seed transport plus minimum personnel vehicles; no road formation and no operations during muddy conditions are permitted.
The BLM furnishes all seed, rangeland drills, carts, and transport via 53-foot dry van to the job site. Contractors must provide all labor, equipment for unloading (pallet jack, loader, skid steer, or forklift), and may use government-approved drill seeding equipment. Service Contract Labor Standards, Migrant Seasonal Agricultural Workers Protection Act registration, and Executive Order 14026 minimum wage ($15.00 per hour) apply. Offerors must acknowledge receipt of all three amendments (0001, 0002, 0003) when submitting quotations.
