Question: The math is not adding up on the bid schedule from what the scope of work has. Bid schedule is only for 11,403 acres and the statement of work is calling for 17, 473.
11,403 is in the updated SOW and correct acres.
Answer: The Bid Schedule is correct, 11,403 acres.
Question: The second concern is on the transportation of the seed to and from the job site. Will is be I a dry van, will it be in stock trailers, will it be on flatbed trailers.
It also states that the contractor has to load seed into van or trailer. Do this mean we can bring equipment( loaders, skid steers, forklift) to the yard to load pallets of seed on to transporting vessel. On all my other seeding contracts since 2003 when I started doing reclamation the Govt always have loaded seed and transported out to the job site in a central location within seeding area. If contractor now has to do these duties, our bids will reflect this. This will also eliminate some contractors, to pull a dry van you will need a semi truck, this requires a CDL, which I have, but things need to be written more specific so all contractors are bidding apples to apples. This solicitation has a few item that can cause contractors to bid on how we interpret the statement of work. As in the SOW at 3.1.2 The Government will furnish all seed required for the contract. The Government shall be responsible for loading and hauling the
Government furnished seed from the field office to the work site. The seed will be stored in a government furnished trailer.

Answer: As stated in the SOW, the government will load and transport the seed to the job site. The trailer will be a 53' dry van. The contractor will need to provide their own pallet jack and loader, skid steer, or forklift to get the pallets out the van if they wish to unload the pallets. Most contractors unload the seed by hand into a pickup or open trailer for transport to specific work locations as the progress through the treatment areas.) If this contractor can provide clearer verbiage, I will be happy to use it in the next contract for better clarification.
Question: Could we also get a map of the project areas so I can download to Avenza to go ground truth the work sight to see how the terrain and ground conditions are, if the fire was hot enough to burn sagebrush to the ground or are there a lot of stobs. Placing eyes on locations is a must to bid correctly.
Answer: Maps included in Amendment One. They are georeferenced and will load into Avenza.
The level of burn severity varies in the sagebrush and rabbitbrush in the treatment areas. There are some areas with unburned portions of shrubs, leaving stobs, and other areas where the shrubs burned completely to the ground and did not leave stobs for the majority of that area. We did not get any flat tires on the UTVs while driving through and areas in the fires. Can't guarantee they will not get any flats though.
Question: The Statement of Work indicates that the Government will furnish the rangeland drills and carts. For liability, maintenance, and operational reasons, would the Government allow the contractor to use its own drill seeding equipment instead, provided it meets the performance requirements of the solicitation?
Answer: Vendors can use their own drills if we can have the specifications and phones to approve them.

They would cover all maintenance and tires for the projects.
Question: Can you please explain in more detail of what you are expecting the contractor to do in the below statement of work. It says that vehicles cannot be staged within the boundary, does that mean that we cannot drive a truck and trailer loaded with seed in there to deliver the seed to the tractor and seeders? If no vehicles can be in this area how to do you propose to get seed and employees in there in there? Also, for safety of all employees a vehicle has to be nearby with tools and supplies and in case of any emergency.
Wilderness Study Areas: The 3,909 acres of the
Little John Native seeding area and 535 acres of the Rock Creek Native seeding area are within the Owyhee River Canyon Wilderness Study
Area (WSA). Work shall not be performed in WSA areas during muddy conditions. Vehicles shall not be staged within the WSA boundary
Answer: The COR will go into more details on the WSA during the pre-work meeting. This area is closed to normal motorized vehicles.
This means that multiple vehicles cannot be staged inside the WSA area. This is a sensitive area to ground disturbances and there is a need to keep vehicle activity to a minimum. One vehicle and trailer to move seed and the minimum necessary number of vehicles to move personnel will be allowed in the WSA. All trash will be removed from area.
Example: no seed dry vans will be staged in the
WSA. No vehicles or drill seeding will be allowed inside the WSA during muddy conditions.
No "road" will be allowed to be formed, take multiple ways into and out of the area by not using the same tracks each time.
Question: Can you clarify the below statement.
Are you saying that the BLM is only supplying 1 drill and 1 cart tire per seeder for the whole seeding time and acres? When you say that it is the contractor's responsibility to obtain them, are you saying that it is the

If spare mounted tires are available, the
Contractor may request one drill and one cart tire from the COR. If spare wheels and tires are not available from the Government, it is the Contractors responsibility to obtain them if they deem necessary.
Answer: The BLM will supply tires and rims if the damaged tire/rim is from normal wear and tear, not negligence or high-speed damage.
Question: Can you tell us if a pallet fork will be available to move the pallets of seed in the seed trailer.
Answer: Negative, a pallet jack will not be provided and is not listed under the Government
Provided Materials.
