About this opportunity
The Department of the Air Force Air Mobility Command seeks courseware development and maintenance support for the Expeditionary Operations School web-based training platform, with proposals due September 10, 2026 at 10:00 A.M. EST. This is a 100% Women-Owned Small Business set-aside; the solicitation number is FA448426Q0030.
Place of performance is Joint Base McGuire-Dix-Lakehurst, New Jersey. The contractor must maintain 26 existing web-based training courses serving approximately 28,000 students annually and develop new training products using Air Force Instructional System Development guidelines. The contract runs October 1, 2026 through September 30, 2027, with four optional one-year extensions and an optional six-month sixth extension.
Qualification requirements include current NIST 800-53 certification held in good standing since July 14, 2024; CMMC Level 2 and NIST SP 800-171 compliance do not satisfy this requirement. Offerors must submit two course samples developed within the past three years in Air Mobility Command operations/logistics, AMC aircraft operations, cargo and air transportation, command and control, or deployment operations. Samples may come from the prime offeror, subcontractors, or teaming partners and may include non-Air Force courses developed for other Department of War services or Department of Homeland Security aviation platforms.
The contractor must possess proficiency with Rise 360, Articulate Storyline 360, Adobe Captivate, and Moodle Learning Management System; SCORM 1.2 and 2004 compliance; and expertise in CSS, JavaScript, and HTML5 coding. Courseware must meet Section 508 accessibility standards and operate on Air Force standard desktop configurations (Intel Core i7-6700HQ minimum, 32GB RAM, Windows 10 or higher). Contractor personnel require DoD Common Access Cards, base-specific identification, and security clearance appropriate to their information systems position designation. All contractor personnel must complete DoD-approved Antiterra Level I Training and undergo criminal history and wants/warrants background checks.
Deliverables include monthly courseware updates with completion timelines ranging from one to thirty workdays depending on priority level, new courseware design documentation within 30 days of workshops, alpha, beta, and final software releases, and storyboard documentation with course objectives, lesson samples, test questions, and developer notes. The contractor must provide government access to a project management website and attend weekly and quarterly status meetings.
The labor mix includes Curriculum Design Manager (250 hours base), Curriculum Specialist (350 hours base), Application Developer/Programmer (700 hours base), Graphic Designer (600 hours base), Audio Visual Specialist (500 hours base), and Project Manager (100 hours base), plus travel. The procurement uses firm fixed-price pricing with all-inclusive costs by Contract Line Item Number. Offers must include technical approach not exceeding five pages, itemized pricing, completed SF1449, CAGE Code, UEI Number, and valid Certificate of Insurance. Offers remain valid for 90 calendar days. NAICS code is 541511, Custom Computer Programming Services (small business size standard $34 million); PSC code is U012, Education/Training—Information Technology/Telecommunications Training. The Government notes that funds are not presently available; obligation is contingent upon appropriated funds availability.
