About this file

This document is a Performance Work Statement (PWS) requirements table establishing qualification and capability criteria for vendors to develop Air Force (AF) courseware.

Vendors must hold current NIST 800-53 certification in good standing since July 14, 2024, and demonstrate subject matter expertise by submitting no more than two course samples developed within the past three years in one of four specified areas: USAF Air Mobility Command operations/logistics, AMC Aircraft Operations, Cargo and Transportation, or Command and Control-C2. Sample courses must include lesson objectives, behavioral samples, modular multi-lesson formats, 1-3 activity-based exercises, knowledge check questions, navigation/glossary/resource functions, student progress tracking with bookmarking, and closed-caption text matching voice-over narration. Assessment capabilities must include password-protected tests, randomized question pools, Learning Management System score integration, printable review feedback with student names and missed questions, and test item analysis data. Vendors must demonstrate Instructional System Development (ISD) experience through documentation including one course development document outlining course objectives, lesson titles, lesson objectives, behavioral samples, main points, and reference sources, plus two lesson storyboards containing lesson titles, objectives, behavioral samples, main points, curriculum content, voice-over statements, supporting graphics, developer notes, and multiple-choice test questions with correct answers and feedback. Technical requirements include possession of or access to Rise 360, Articulate Storyline 360, Articulate Storyline Desktop, Adobe Captivate, and LMS Authoring tools, with demonstrated experience developing and delivering courses on AF LMS systems. Vendors must meet or exceed AF Handbook 36-2235 development requirements and Section 508 accessibility standards. Additionally, vendors must provide website or service access for courseware operational testing with capability to identify version releases, capture government-identified user feedback, and display version numbers.
