About this opportunity

The Department of Justice Executive Office for Immigration Review seeks safety stations—including FDA-approved AED devices, hemorrhagic control kits, storage boxes, maintenance, and administrative services—for approximately 96 units across 96 GSA court locations nationwide, with quotes due July 15, 2026 at 1:00 PM ET and questions due July 6, 2026 at 1:00 PM ET. This is a Total Small Business set-aside, Lowest Price Technically Acceptable Firm Fixed Price contract.

Place of performance is Falls Church, Virginia and subordinate court locations across the United States and Puerto Rico. The contract runs from August 1, 2026 through July 31, 2027 (base year) with four one-year option periods extending through July 31, 2031. All items must be new, not refurbished or previously leased.

Contractors must provide per-station pricing for five line items: FDA-approved AED devices with manufacturer-standard accessories; manufacturer-standard hemorrhagic and bleeding control kits; portable medical kit storage boxes; routine maintenance and equipment resupply based on manufacturer standards and expiration dates; and comprehensive administrative functions including quarterly inspection checklists, maintenance records, equipment usage logs, and EMS activation protocols. The government will conduct installation; the contractor is responsible for restocking, maintenance, and all record-keeping. The vendor is to recommend final quantity and placement after facility assessments using government-provided floor plans. The highest concentration of units (six) is required at Falls Church; multiple units (two to four) are needed at several major metropolitan court facilities.

Evaluation criteria emphasize lowest price within technical acceptability. Responses must include completed Standard Form 1449 with pricing. Questions should be directed to Andrew Byrnes (Andrew.byrnes@usdoj.gov). NAICS 423450; PSC 6515.
