About this file
This is a Statement of Work (SOW) for the EOIR Safety Station Program, which establishes the requirements for leasing and maintaining safety stations across approximately 60 Executive Office for Immigration Review locations. The contractor must provide approximately 96 safety stations (pricing quoted on a per-station basis), with the vendor recommending final quantity and placement after conducting facility assessments using government-provided floor plans. Each safety station must include an FDA-approved AED device with manufacturer-standard accessories, a manufacturer-standard hemorrhagic/bleeding control kit, and a portable medical kit storage box. All equipment must comply with Section III of the DOJ Safety Station Program Guide. The government assumes responsibility for installation after the vendor determines physical parameters.
The contractor is responsible for routine maintenance according to manufacturer standards, restocking of equipment and materials based on usage and expiration dates, and comprehensive administrative functions including quarterly inspection checklists, maintenance records, equipment usage logs, and EMS activation protocols detailing AED quantities, brands, models, and facility locations. The contractor must also establish a notification process for building security and EMS when equipment is removed from safety stations. All records remain government property. This is a Lowest Price Technically Acceptable Firm Fixed Price Contract with a base year (08/01/2026-07/31/2027) and four option periods extending through 07/31/2031. Questions must be submitted by July 6, 2026 at 1:00 PM ET, with quotes due by July 15, 2026 at 1:00 PM ET. All items must be new, not refurbished or previously leased. Respondents must submit pricing on a completed Form 1449.
