About this opportunity
The U.S. Geological Survey Office of Acquisitions and Grants seeks a single-award, firm fixed-price IDIQ contractor for seismic station site infrastructure construction and modernization services throughout California, with a proposal deadline extended to September 14, 2026 at 12:00 PM Eastern Time via Amendment 0001. The procurement is set aside for small business and issued under Executive Order 14398. Contract minimum guarantee is $120,000 over five years; not-to-exceed value is $2,000,000.
Work runs November 1, 2026 through October 31, 2031 and encompasses construction of three seismic station types: standard stations with equipment vaults, DC power systems with solar arrays, grounding systems, telemetry infrastructure, and drainage systems; standard stations with shallow postholes; and posthole and vault installation at existing stations. Work includes demolition, excavation, concrete installation, electrical work, and site restoration. The project spans 26 existing and future seismic monitoring stations across California, including the Mammoth Lakes, Lassen, San Francisco Bay Area, North Coast, Sonoma County, Sierra Foothills, Salinas Valley, and Eastern Sierra regions. Site constraints include restricted vehicle access at five locations requiring hand installation, vegetation clearing at three sites, extended conduit runs up to 150 feet, non-standard installations such as 30-foot lattice towers, and antenna requirements (900MHz Yagi and cellular).
Evaluation uses a trade-off methodology weighing technical capability as most important, followed by past performance and price. Construction wage requirements (prevailing wage/Davis-Bacon Act) apply. NAICS code is 238190; PSC is Y1PZ. Initial task orders totaling the minimum guarantee will be awarded concurrently with contract award. Contracting officer is Victor Nuno (victor_nuno@ios.doi.gov, 916-278-9442).
