About this opportunity
The Naval Facilities Engineering Command has awarded a capacity-only ceiling increase of $35 million to the existing Environmental Science and Engineering (ESEC) Architect-Engineer IDIQ contract N39430-22-D-2400 to Geosyntec Jacobs, JV on a limited-source basis, raising the contract ceiling from $100 million to $135 million.
The justification cites 10 U.S.C. 3204(a)(2) for unusual and compelling urgency. NAVFAC EXWC determined that an unanticipated surge in critical environmental requirements, including emerging contaminants such as per- and polyfluoroalkyl substances (PFAS), and complex remedial methods requiring highly specialized expertise justify the increase. Market research concluded that no other qualified sources could meet requirements without causing substantial cost duplication and schedule delays. The government will conduct independent cost estimates and rigorous analysis per FAR 15.404-1. Pricing is structured as cost-reimbursable for remediation work with established IDIQ rate structures.
Performance concludes on March 31, 2027. Geosyntec Jacobs, JV provides primary Environmental Science and Engineering services to NAVFAC EXWC's Environmental Restoration Division to support Navy, Marine Corps, and BRAC customers executing environmental work across various Field Engineering Commands. Contract performance is funded through Environmental Restoration, Base Realignment and Closure (BRAC), Research, Development, Test and Evaluation (RDT&E), and Operation and Maintenance programs. A competitive follow-on procurement is projected for award in FY27Q2.
