About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition issued by the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC).
The document approves a capacity-only ceiling increase of $35,000,000 to the existing Environmental Science and Engineering (ESEC) Architect-Engineer Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract N39430-22-D-2400 awarded to Geosyntec Jacobs, JV (GJJV). The contract ceiling is increasing from $100,000,000 to $135,000,000, with performance concluding on March 31, 2027. GJJV provides primary Environmental Science and Engineering services to NAVFAC EXWC's Environmental Restoration Division to support Navy, Marine Corps, and BRAC customers in executing environmental work across various Field Engineering Commands. The increase is justified under 10 U.S.C. 3204(a)(2) for unusual and compelling urgency, citing unanticipated surge in critical environmental requirements, emerging contaminants such as per- and polyfluoroalkyl substances (PFAS), and complex remedial methods requiring highly specialized expertise. The government conducted market research and determined that no other qualified sources could meet requirements without causing substantial cost duplication and schedule delays. The pricing is structured as cost-reimbursable for remediation work with established IDIQ rate structures, and the government will conduct independent cost estimates and rigorous analysis per FAR 15.404-1. Contract performance is funded through Environmental Restoration, Base Realignment and Closure (BRAC), Research, Development, Test and Evaluation (RDT&E), and Operation and Maintenance programs, with a competitive follow-on procurement projected for award in FY27Q2.
