The Department of State Office of Acquisition Management seeks Environmental, Health and Safety services supporting its Facilities and Safety Programs Division across 125+ domestic facilities, with proposals due August 3, 2026, and questions due July 16, 2026. This is a competitive 8(a) set-aside available only to SBA-certified 8(a) participants.

Place of performance is Washington, DC 20520, with key personnel required to maintain offices at 2201 C Street, NW and report during standard work hours (7:15 a.m. to 4:00 p.m., Monday–Friday), with on-call availability for emergency response. The contractor must establish and maintain an office within the Washington, DC metropolitan area. All contractor personnel must possess a Moderate Risk Public Trust security clearance; no Facility Security Clearance or classified access is required.

The contract requires four dedicated key personnel: one EHS Project Manager (1 FTE; 2,000 annual hours; CIH or CSP certification preferred), one EHS Specialist for Special Programs (1 FTE; 2,000 hours, with OSHA VPP, Green Globes, and LEED experience), two Industrial Hygiene and Safety Specialists (2 FTEs; 4,000 combined hours), and one Environmental Specialist (0.5 FTE; 1,000 hours). The estimated total is 9,000 annual labor hours. The contract structure is base year plus two option years (October 30, 2026 through October 29, 2029) as a Time & Materials/Labor Hour vehicle with a maximum value of $5.5 million across all periods and a minimum guaranteed annual purchase of ten thousand dollars per period. The incumbent contractor is Windjammer Environmental, LLC (contract ceiling four million five hundred thousand dollars).

The purpose of this contract is to obtain assistance for the U.S. Department of State (DOS), in the creation, management, and oversight of the DOS environmental, occupational health and safety, and fire and life safety programs and to assist with the day-to-day operations of the Facilities and Safety Programs Division (FSP).  Towards this end, the contractor shall provide the technical staff required to develop, implement and evaluate DOS domestic internal programs and provide accurate assistance and advice to the FSP staff in accordance with the Occupational Safety and Health Act of 1970, Executive Order 12196, and 29 CFR 1960, “Basic Program Elements for Federal Employee Occupational Safety and Health Programs and Related Matters.”  The contractor shall support implementation of FSP’s internal policies, plans, practices, and procedures in support of the DOS workplace safety and occupational health goals and mission.  The contractor shall also respond to emergency EHS situations, such as hazardous materials spills, identification of unknown substances, accident investigations; and shall subcontract with specialized EHS companies on an as-needed basis for highly specialized or technical services.  The contractor shall also provide support for OSHA Voluntary Protection Programs (VPP), U.S. Green Building Council Leadership in Energy & Environmental Design (LEED), and other quality assurance programs.
