14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The purpose of this amendment is to incorporate the following changes:
1.Revised Statement of Work (SOW): The SOW is revised to correct the Period of Performance in Section X to reflect a base year plus two (2) option years, consistent with the solicitation's CLIN structure (Sections F-006, B.2, and L.5.2).
2.Question & Answers (Q&A): The attached Q&A document is issued in response to questions received from industry during the solicitation's Q&A period. The Q&A period is now closed, and no further questions will be accepted or answered for this solicitation.
3.Revised Clause H-031, Security Requirements: Clause H-031 is revised to reflect Moderate Risk Public Trust (MRPT) as the confirmed personnel security clearance standard for all Contractor personnel performing under this contract, and to remove Facility Security Clearance and DD Form 254 language that does not apply to this requirement.
All other terms and conditions of the solicitation remain unchanged. Offerors shall acknowledge receipt of this amendment in accordance with the instructions provided in the solicitation.Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

H-031 - SECURITY REQUIREMENTS
(a) All Contractor personnel assigned to this contract shall possess a Moderate Risk Public Trust (MRPT) personnel security clearance commensurate with the level of access required prior to contract performance.
(b) Security clearance requirements for contractors accessing Department of State (DOS) information systems shall be in accordance with 12 FAM 600, Foreign Affairs Manual.
(c) The Contractor shall obtain a Department of State building pass for all employees performing under this contract who require frequent and continuing access to Department of State facilities in accordance with Bureau of Diplomatic Security procedures.
(d) While performing work at Department of State facilities, the Contractor shall comply with applicable DOS regulations relative to the protection of classified and/or sensitive information.
(e) The Office of Information Security (DS/IS/ISP/INB) is responsible for inspecting Contractor activities at DOS locations. Visit requests shall be submitted to: DS/IS/ISP/INB SA-20, 13th Floor Rosslyn, Virginia 22209 Letters of Consent issued by the Defense Security Service must be attached to all Visit Authorization Requests (VARs).
(f) DD Form 254 will not be issued for this procurement. If subcontracting activities require security documentation, any DD Form 254 prepared for subcontractors shall be forwarded to DS/IS/ISP/INB for certification prior to issuance to the subcontractor.
(g) The Contractor shall comply with FAR 52.204-2, Security Requirements, and DOSAR 652.204-70, Department of State Personal Identification Card Issuance Procedures for Contractor Personnel, as applicable to performance under this contract.
