About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking a contractor to produce an Environmental Assessment (EA) for a new Propellant Loading Facility (PLF) at the Little Mountain Test Facility (LMTF) near Hill Air Force Base in Utah. The primary objective is to create a technically and legally sufficient environmental impact analysis document in compliance with the National Environmental Policy Act of 1969, including recent 2023 Fiscal Responsibility Act amendments. The solicitation (FA820125Q0018) requires a comprehensive EA that analyzes potential environmental effects across multiple resource areas such as air quality, cultural resources, and natural resources. Evaluation will be based on price, technical capability, and past performance, with technical and past performance considered significantly less important than cost. Key deadlines include quotes due by May 22, 2025, with the final day to submit inquiries set for May 21, 2025 at 12:00 MDT.
The contract is not a small business set-aside and will cover the production of a ~30,000 square foot facility supporting the Sentinel program, with an estimated award value under $250,000. The period of performance is 12 months after receipt of order, with the facility scheduled for completion by June 2030. The place of performance is Hill AFB, UT 84056, and the project involves constructing an 8,000-square-foot administrative space and a 22,000-square-foot high-bay area for loading Hydrazine into Post Boost Attitude Control Modules. Contractors must be registered in SAM.gov and prepared to provide detailed employee compensation information. The government anticipates a contract award date of June 5, 2025, with the contract specialist being Kennedy Conroy and the contracting officer Odalys Molina.
