About this file

This document is an Air Force Form 813 Request for Environmental Impact Analysis for a proposed Propellant Loading Facility (PLF) at the Little Mountain Test Facility (LMTF) in Utah. The project involves constructing a new 30,000-square-foot facility to support the Sentinel program, specifically for loading Hydrazine into Post Boost Attitude Control Modules (PBACM) during low-rate and full-rate production phases. The facility will be approximately 8,000 square feet of administrative space and 22,000 square feet of high-bay area, including load cells, storage tanks, shipping and receiving areas, and support spaces.

The proposed facility will be located within the existing LMTF fence-lines and is designed to meet Air Force building requirements and achieve LEED silver certification. Environmental considerations include managing air quality, water resources, hazardous materials, and biological resources. The facility is scheduled for completion by June 2030 and will include security features, blast walls, external propellant storage tanks, and a perimeter fence. The environmental analysis notes minimal impact on land use, biological resources, and cultural resources, with careful planning to mitigate potential environmental effects during construction and operation.

Attachment to AF Form 813 Propellant Loading Facility (PLF) at Little Mountain Test Facility (LMTF), Hill Air Force Base (HAFB)

4. PURPOSE AND NEED FOR ACTION

4.1 Purpose: The U.S. Government (USG) and Northrop Grumman (NG) are planning to establish a propellant loading facility at Little Mountain Test Facility (LMTF) in Ogden, Utah, to support the Sentinel program. The facility will be responsible for loading Hydrazine into the Post Boost Attitude Control Module (PBACM) during the production and deployment phases of the Sentinel Program.

This facility is an extension of Hill Air Force Base (HAFB) and will be a critical component of the Sentinel Program's infrastructure. As shown in Figure 1, the facility will be located at LMTF and will be a key part of the overall Sentinel Program infrastructure.

4.2 Need: The Air Force Nuclear Weapon Center (AFNWC/NIX) requires a facility to provide the capability of fueling PBACMs during the Low-Rate Initial Production (LRIP) and the Production and Deployment (P&D) phases of the Sentinel program. The facility's goals include meeting a 50-year minimum lifecycle, providing a fueling and defueling location that meets testing requirements for new and future weapon systems, accommodating staff to operate and maintain the PLF, and being constructed in accordance with Air Force building requirements. Specifically, the facility must be designed to accommodate the required staff to operate and maintain the PLF and must meet the fueling requirements for new and future weapon systems. The facility's design and construction must also be consistent with Air Force building requirements.

4.3 Need Date: The new facility at LMTF is required by June 2030 to provide a viable fueling location for LRIP to support growing testing needs of AFNWC, the Department of Defense, and the Department of Energy. The increasing testing needs of these organizations require a dedicated propellant loading facility. The current proposed configuration of the PLF, as shown in Figure 2, consists of multiple buildings in which fueling, and storage are conducted. Due to the lack of viable alternatives, a dedicated propellant loading facility is required to meet the testing needs of the Sentinel Program.

5. DESCRIPTION OF PROPOSED ACTION AND ALTERNATIVES

5.1 Proposed Action: AFNWC/NIX requires the creation of a PLF facility to support the production and deployment of the Sentinel program. A new facility will be required to provide space for the fueling and storage of completed PBACMs coming from Huntsville, AL, before they are delivered to the respective wings. This capability is essential to support the production and deployment of the Sentinel program, as there are no other viable alternatives currently available. The new facility will include a propellant loading facility, loading docks, support areas for material storage, a conference room, and personnel offices to support the new testing capabilities planned at LMTF.

The proposed facility will have a total area of ~30,00 square feet, consisting of an administrative wing ~8,000 square feet and a high-bay wing of ~22,000 square feet, which will contain the loading cells and other workspaces (See Figure 3 and Figure 4). This is based on the 20% requirements document and could fluctuate slightly as the design matures.

5.1.1 Building Design: The proposed PLF will be located just inside the LMTF gates, south from the main vehicular drive. The three hydrazine facilities identified directly north of the PLF are being constructed to support the 309th AMXG efforts and are not evaluated as part of this AF813 (Fig 2).

The proposed building design is a single-story facility consisting of a standard building height administrative office “box” attached to a taller high bay “box” containing all the fueling cells. This design is based on the 20% requirements document. The proposed architectural design character and use of materials is modern but fitting with the existing character of the buildings on the campus and within the Design Standards for Hill Air Force Base.

5.1.2 Personnel Area: Workspaces and support areas are required for anticipated staff, including office space and locker/restrooms (Fig 3.). In addition, the area should include support areas for a storage room. This will provide a functional and efficient space for staff to work, collaborate, and support the operations of the PLF facility. The specific requirements for the personnel area are based on the anticipated staffing needs and the need for a comfortable and productive work environment.

5.1.3 PLF and Support Areas: A laboratory area will be required for the testing of hypergolic fuels after receipt from DLA, which will include a fueling cell, necessary ventilation for the cell and lab, and associated screen and control rooms. In addition to the laboratory area, support areas will be required for hydrazine storage, testing, and a conference room. The laboratory area will require a receiving area with a loading dock to accommodate forklifts and delivery trucks, as well as sufficient circulation space for testing operations. Overhead bridge cranes will be installed throughout the high bay area to facilitate shipping and receiving. The building will also need to meet the 1.4 hazard class rating requirements.

5.1.4 Building Security: The building will be part of the LMTF Protection area, which will feature security, camera control, and hypergolic safety monitoring to ensure safety and security are maintained.

5.1.5 Sustainability: The statement of work for this pre-conceptual effort included requirements for the new facility to be certified in accordance with the Leadership in Energy and Environmental Design (LEED) program at a silver level, with supporting checklist.

5.2 Decision to be Made: The decision to be made is the level of environmental analysis required to enable the Air Force to construct a new building at LMTF to support future expanded testing capabilities and equipment.

5.3 Design, Selection and Evaluation Criteria: The overall goal is to construct a facility that provides space for propellant loading to meet future fueling and defueling needs for the ICBM community. Adequate safety area around the PLF must be retained. Accommodate the required staff to operate and maintain the laboratory and PLF, ensuring a safe and efficient working environment.

Plan, design, and construct the facility in accordance with Air Force building requirements and achieve LEED silver certification.

5.4 Anticipated Environmental Issues:

5.4.1 Air Installation Compatible Use Zone/Land Use: The Proposed Action will have no impact to this resource as re-classification of the existing land use is not required. The new facility will be constructed within existing LMTF fence-lines.

5.4.2 Air Quality: The Proposed Action lies within Weber County, Utah. While this county is in attainment for most U.S. EPA criteria air pollutants (CO, PM10, NO2, SO2, and lead), the western part of Weber County falls within a non-attainment area for both PM2.5 and ozone (O3). Hill AFB is considered a major air source and the base has been issued a Title V air operating permit regulating emissions.

The Proposed Action would generate construction-related emissions, which would be confined to the construction site area and conclude with the completion of the project. It is anticipated the new facility will include heating/cooling for both personnel comfort and temperature control of the test stands, as well as a water heater. If any other new air sources are to be installed as part of the Proposed Action such as boiler(s), emergency generator(s), etc., the Hill Air Quality Program Manager will be immediately notified to determine if additional air permitting is required.

All air permits will be approved and in place prior to purchase and installation. In addition, construction contractors will comply with fugitive dust control plan best management practices (BMPs).

5.4.3 Water Resources: The proposed action will create stormwater runoff and surface drainage. Erosion and sediment controls during construction will be required and a Stormwater Pollution Prevention Plan (SWPPP) will be prepared by the construction contractor and coordinated through the Civil Engineering project manager. A Notice of Intent will be filed with the EPA. A Utah Pollutant Discharge Elimination System (UPDES) Construction General Permit (CGP) will be applied for, as required. The increase in paved surface will change runoff compared to current conditions. No discharge of any industrial liquid will be allowed to leave the facility via runoff.

5.4.4 Safety and Occupational Health: Safety and occupational health are managed by the Hill AFB Safety Office and the MMIII Safety office, as well as Boeing safety personnel. Construction risks will be managed per project specific health and safety plans, through this office. A radiation safety monitoring program has also been implemented at LMTF.

5.4.5 Hazardous Materials: The Air Force has established programs to control the purchase, storage, and use of hazardous materials (HM) on their installations to minimize the risks and costly cleanup associated with spills and to minimize the volume of hazardous waste (HW) generated. All HM, regardless of procurement methods or who is using them, will be authorized for use prior to being brought onto LMTF and tracked in EESOH-MIS. LMTF manages a HazMart that will be utilized to process material through LMTF and coordinated with Hill AFB’s HazCell.

Approximately 40 gallons of Hydrazine, MON3, and NTO will be stored on site and will follow the local Hazardous Material Management Plan.

(See PLF Document attached.)

5.4.6 Hazardous Waste: Any HW produced because of construction activities will be managed in accordance with the Hill AFB HW Management Plan and will be the responsibility of the construction contractor. HW management that may arise during operation of the test facility will be handled using the current HW approach at LMTF in coordination with the Hill AFB’s Environment Management Branch.

5.4.7 Solid Waste: All solid waste generated from construction will be disposed of at a location approved for this type of waste. The building operational waste will be disposed of through the current solid waste disposal processes used by LMTF.

5.4.8 Biological Resources: As part of the Air Force's obligation to identify and manage natural resources, comprehensive species inventories have been conducted on Hill AFB. No endangered or threatened species are known to occur on Hill AFB, and there is no designated critical habitat present.

One federal proposed threatened species, the monarch butterfly, may occur on the LMTF. A total of 26 terrestrial (mammal and avian) state species of greatest conservation need have the potential to occur at the

LMTF. There is no suitable breeding or nesting habitat at the proposed project site for any of the state species.

Migratory bird species are protected under federal law. LMTF falls within the migration path, no site disturbance can be made during nesting season unless it has been determined there are no active nests (no eggs or baby birds). Migratory bird species could potentially be nesting within the area from the first of March through the end of June. Whenever site work is proposed during the period that migratory birds typically inhabit LMTF, a survey would be performed to determine whether nesting migratory birds are present. The work schedule or location would be modified to avoid the presence of the birds. This would result in no impact for migratory bird species. If there is a compelling reason to go forward with construction during the nesting season, the Hill AFB Natural Resources Project Manager would apply for the appropriate permit.

Most of the development area for the parking and facility sites would be covered in hard surfaces. Disturbance to wildlife and plants would mainly occur during construction activities due to noise, human presence, and heavy equipment. These impacts would be localized, short-term, and minor. As construction occurs, the site could be restored to natural conditions in a relatively short period of time. The only concern to biological resources from this action is restoration of the disturbed soils to combat invasive weed invasion as required by the Hill Integrated National Resource Management Plan.

5.4.9 Cultural Resources: While buildings at LMTF are eligible for listing on the National Register of Historic Places and as a Historic District, it is not anticipated that the new building will have an impact on any these surrounding buildings. No traditional cultural places or Native American sacred sites have been identified.

5.4.10 Geology and Soils: The construction of a new PLF would have short and long-term, minor, adverse impacts on soils and topography. The short-term effects would be during construction with the clearing of vegetation and soil. Excess material will be removed and disposed of at a nearby landfill. Best management practices (BMPs) will be utilized and detailed in the Stormwater Pollution Prevention Plan (SWPPP). These BMPs will include erosion and sediment controls during construction. The construction will alter the topography as the area is leveled to construct the building.

5.4.11 Socioeconomic: Development associated with the Proposed Action may provide short-term revenue to local equipment suppliers and construction workers. This is a minor beneficial impact for the surrounding community.

Given the supply of construction labor in the region, it is anticipated construction workers would commute to the work site and not require temporary housing. Due to an increase in the LMTF mission portfolio, it is anticipated there will be an increase in personnel to meet testing demand.

5.5 Description of Alternatives:

5.5.1 No Action Alternative: In the no action alternative, no new facility would be built. This would hamper the Sentinel program, as loading Hydrazine into the PBACM is a necessary part in the production of Sentinel assets.

No other location is currently capable of meeting the needs of the program

5.5.2 Modify Existing PLF Facilities Alternative: No available existing facilities at LMTF or Hill AFB can accommodate the requirements for loading Hydrazine into the PBACM. No building has been identified that could be modified to be able to meet the requirements of a PLF. If a building was identified, it is likely the modifications would be more costly than a new building designed as the PLF.

5.5.3 Proposed Action: Proceed with the proposed action to construction a new

PLF at LMTF as addressed in Para 5.1.

5.6 Applicable Permits, Licenses and Other Requirements: The following relevant permits, licenses, or other requirements would be necessary for implementation of the action.

5.6.1 Before excavation or other construction activities begin at a specific site, the developer must complete an Air Force Form 103, Base Civil Engineering Work Clearance Request.

5.6.2 Prior to any construction the developer, in coordination with Hill AFB’s Environmental Management Branch, will prepare a contingency plan outlining step to be taken in case soil discoloration or hydrocarbon vapors were detected or groundwater were encountered during construction. The contingency plan must be approved by the Environmental Management Division prior to construction.

5.6.3 Hill AFB Fire Department approval must be obtained on all storage units to be used for flammable or corrosive materials on base.

5.6.4 A Stormwater Pollution Prevention Plan (SWPPP) will be prepared by the construction contractor; as well as a UPDES CGP, as required.

5.6.5 As air sources (e.g., heating, cooling, water heaters, etc.) are identified, coordination with 75 CEG/CEIE, air quality, will occur to address updates to the Hill AFB Title V Air Quality Permit.

5.6.6 No changes to the existing Hill AFB hazardous waste permit are anticipated at this time.

5.6.7 Hazardous Materials brought onto LMTF during construction must be approved through 75 CEG/CEIE for tracking.
