About this opportunity

Army Contracting Command-Aberdeen Proving Ground, on behalf of Army Materiel Command and U.S. Army Information Systems Engineering Command, seeks innovative, commercially available, or rapidly adaptable technology solutions to modernize and integrate enterprise Operational Technology (OT), Industrial Control Systems (ICS), and Facility-Related Control Systems (FRCS) across domestic and overseas Army installations, with Phase 1 Solution Brief submissions due September 1, 2026 at 1200 EDT. This is a Call for Solutions (CfS) under Revolutionary Federal Acquisition Regulation Overhaul (RFO) authority and Defense Commercial Solutions Opening (CSO) procedures; awards may be structured as FAR contracts, non-FAR agreements, or Other Transactions not subject to FAR compliance.

Place of performance spans over 400 notional geographic sites including Continental United States (CONUS) installations such as Fort Bliss, Fort Liberty, Fort Campbell, Aberdeen Proving Ground, and Picatinny Arsenal, and Outside CONUS (OCONUS) locations including Germany, Korea, Japan, Poland, Italy, and Hawaii. Solutions must employ a "Break/Fix/Repair" pragmatic strategy deploying software-defined or physical fixes to legacy systems rather than wholesale replacement, with core capabilities in unified control system integration (SCADA, DDC, Building Automation Systems); telemetry and data integration remediation; cybersecurity and resilience including full-lifecycle hardening, vulnerability management, and Risk Management Framework support; Supply Chain Risk Management compliance with NDAA Sections 889 and 5949 and DoD 1260H List prohibitions; Controlled Unclassified Information protection requiring CMMC 2.0 Level 2 certification or verified SPRS score; and adaptive engineering with structured variance and Course of Action management. Solutions must integrate with legacy protocols (Modbus, BACnet, LonWorks) and be vendor-agnostic. No security clearances required for Phase 1–2; Phase 2 personnel accessing CUI in classified enclaves post-award must be U.S. citizens with active clearances.

The accelerated 40-day "Sprint to Award" timeline includes Phase 1 Gate screening for formatting, CMMC 2.0/SPRS compliance, and prohibited sourcing verification, followed by qualitative scoring on Successful Discrepancy Resolution & Cybersecurity Posture (45% weight), Interoperability & Backwards Compatibility (30%), Logistical Viability & Supply Chain Risk Management (15%), and Adaptive Engineering (10%). Phase 1 submissions require a maximum 20-page technical brief (first 10 pages evaluated only), Microsoft Word format, with cost and 5-Year Total Cost of Ownership estimates in Excel. Down-selected vendors advance to Phase 2 (due September 14, 2026) with final evaluation by September 18, 2026 and award completion by September 25, 2026. NAICS 334111; PSC R425. Questions due August 19, 2026 at 1500 EDT.
