About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Tinker Air Force Base is conducting market research to identify potential sources for Enterprise Security Services (ESS) supporting the High Frequency Global Communication System (HFGCS). The procurement seeks a contractor to provide comprehensive cybersecurity services including intrusion detection and analysis, vulnerability scanning, Security Technical Implementation Guide (STIG) services, documentation and analysis, and code review for NIPRNet and SIPRNet environments. Contractor personnel must possess or be eligible to obtain Secret clearance and maintain IAT Level II certification. The sources sought synopsis requests interested parties to submit responses identifying their small business status, potential teaming arrangements, and descriptions of similar services provided to government and commercial customers in the past three years. Responses are due by March 3, 2025, with the anticipated solicitation release planned for May/June 2025 and an expected award in March 2026.

The opportunity is open to all businesses, including Large Businesses, Small Businesses, Small Disadvantaged Businesses 8(a)'s, Service-Disabled Veteran-Owned Small Businesses, HUBZone Businesses, and Women-Owned Small Businesses. The procurement will use NAICS code 541519 with a $34.0 million size standard and is currently not set aside for any specific business category. While no incumbent is explicitly named, there is a current CLIN 0007 on contract 47QTCA18D00G6 with SysNet Technologies through GSA MAS. The contract will be a requirements-type with a total five-year period of performance, consisting of one base year and four one-year option years. Although specific line items have not been determined, the government anticipates the requirement will involve cybersecurity services for 13 global stations and network control stations, with daily information assurance monitoring, analysis, and reporting.
