SOURCES SOUGHT SYNOPSIS

Enterprise Security Services (ESS) This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the qualification requirements to provide Enterprise Security Services (ESS) and related testing, analysis, and documentation for non-production and production environments for the High Frequency Global Communication System (HFGCS) within the Department of Defense (DoD). Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

INSTRUCTIONS:

1. Below is a description of the ESS requirement and a Contractor Capability Survey, which allows you to provide your company’s capability.

2. If, after reviewing this Sources Sought Synopsis, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. The Government is interested in finding sources capable of performing the effort that adheres to the below requirements.

3. Both large and small businesses are encouraged to participate in this Market Research.

Joint ventures or teaming arrangements are encouraged.

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements for the ESS effort.

The Contractor shall provide ESS IAW the attached PWS.

Part II. Capability Survey Questions

A. General Capability Questions:

1. Have you provided the services described in the Draft PWS? If so, what services?

2. Have you provided the services described in the Draft PWS under a Government Contract? Please provide contract number(s).

3. Have you provided the services described in the Draft PWS to a Commercial Company?

Please identify the companies, project(s) and date of when these were provided.

4. If you answered Yes to Q2 or Q3, were the contracts priced on a fixed-price basis?

5. If you answered No to Q2 or Q3, on what basis do you believe your company is capable of meeting the requirements outlined in the Draft PWS?

6. Have you offered the services described in the Draft PWS for sale, lease, or license outside of the Government? If so, which items?

7. Can the services you offer outside the Government be modified to meet the requirements identified in the Draft PWS?

8. Do you consider any of the data described in the Draft PWS as commercial data of a type provided to a commercial customer? Identify what data is considered commercial and what level of rights are given to customers outside of the Government.

9. Describe your company's product portfolio capable of providing ESS.

10. Describe your capabilities and experience in managing security services, including subcontractor involvement. Include any experience in project planning, work breakdown structures, resource allocations, schedule tracking, risk analysis and cost management.

11. Do you have a catalog or other literature describing offerings similar to services in the Draft PWS? If so, please identify what these are.

3.Describe how your company will process and deliver controlled unclassified information (CUI).
