About this opportunity

The Drug Enforcement Administration is conducting market research via Request for Information D-27-DC-91626 to identify a modern SaaS or COTS solution for enterprise modernization of the Diversion Control Division's IT systems, with responses due by November 5, 2026 at 6:00 PM Eastern Time.

The RFI seeks to consolidate decentralized, siloed applications into a centralized, secure, and scalable platform. Solutions must provide single sign-on functionality, registration lifecycle management (new registrations, renewals, modifications, transfers, surrenders), a registrant portal with self-service capabilities, configurable workflows and business rules, document and data management with full-fidelity data migration from existing RICS systems, comprehensive search and reporting capabilities, payment processing integration with pay.gov, and an AI-ready architecture. The current application portfolio includes RICS (3+ million transactions annually), ARCOS (7 million monthly transaction reports), CTRANS (approximately 33,000 transactions yearly), DC3/DC4 Salesforce-based contact center (approximately 21,500 calls and 7,000 emails monthly), and CSOS (approximately 300,000 certificates annually), supporting approximately 9,028 internal users and 2.6 million external users.

Solutions must achieve FedRAMP High authorization at time of award, comply with NIST 800-53, CJIS Security Policy, FISMA, and OMB Circular A-130, and support Section 508 accessibility. The DEA will maintain separate operations and maintenance contracts during the multi-year transformation and will handle data migration with full-fidelity retention of historical records per NARA-approved disposition schedules. Performance baselines require 99.9% system availability with 24-hour Recovery Time and Recovery Point Objectives, except the contact center requiring 12-hour RTO.

Respondents should submit 40-page proposals (excluding cover page, table of contents, appendices, and product literature) addressing 12 industry questions and providing Rough Order of Magnitude pricing that separately identifies one-time implementation costs and recurring annual costs. Amendment 0001 extended the deadline from October 20 to November 5, 2026. Amendment 0002, issued October 21, 2026, replaced all references to Artificial Intelligence with Super Intelligence per Executive Order 14434 and incorporated supplemental RFI information, Q&A compilations, records requirements, and revised application appendices.
