About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa is procuring an Enterprise Content Management (ECM) system for the 31st Civil Engineer Squadron's Total Quality Management System (TQMS) project at Aviano Air Base in Italy. The procurement specifically requires the Hyland Alfresco system or equal, following an amendment that changed the solicitation from full and open competition to brand name or equal acquisition to ensure compatibility with Air Force cybersecurity requirements and existing IT systems. Key contract requirements include analyzing organizational requirements, deploying and configuring the ECM software onsite (cloud-based solutions are not acceptable), developing custom APIs and Angular interfaces, providing 50 annual software licenses, and conducting on-site training for IT specialists and end-users. The contract will be evaluated based on Technical Capability, Past Performance, Delivery Timeframe, and Price, with the first three factors being more important than price alone. Questions must be submitted by August 27, 2025 at 1300 CET, with quotes due September 15, 2025 at 1:30 PM.
Originally designated as a Women-Owned Small Business (WOSB) set-aside, the solicitation has a total estimated award value of $24.5 million under a firm-fixed price arrangement. The contract includes four primary line items: 400 hours for analysis and system deployment, 1,020 hours for developing custom APIs and interfaces, 50 annual software licenses, and 200 hours of on-site training services. The performance period will not exceed one year from commencement, with work to be performed at Aviano Air Base in Friuli-Venezia Giulia, Italy. The system must manage approximately 2 million files totaling around 6TB and address compliance issues with host nation laws that currently result in thousands of wasted man-hours. The NAICS code is 541611 (Administrative Management and General Management Consulting Services) with a size standard matching the $24.5 million contract value.
