Q1) Section 1.6.13 (Contractor Travel) mentions “Angular Framework training” being conducted onsite in person, however Angular Framework is not mentioned anywhere else in the PWS. Is this a remnant from a prior PWS, or is there indeed a technical requirement to use Angular Framework?
A1.1) The initial software request specified Hyland Alfresco due to its widespread use among US government institutions (e.g., FBI, CIA, NASA, Department of the Interior, Department of Veterans Affairs) and its consistently updated ATO. We believed this widespread adoption would ensure continued ATO renewals and provide long-term continuity for our project, we retained the requirement for Angular framework training. This is because the user interfaces we will need to modify and develop are based on Alfresco's use of Angular, and we must maintain vendor independence for ongoing maintenance and development. Therefore, the Angular framework training remains essential and justified within the PWS.
A1.2) The Solicitiation will be amended to reflect a brand name or equal requirement for the Hyland Alfresco System
Q2) Section 5.2 (Specific Tasks) mentions “CMIS-based”. Given that CMIS is a relatively old specification (established 2010), can the Government confirm whether CMIS compliance is mandatory or simply a suggested guideline?
A2) Although relatively old, CMIS standards are still a universal language for content management since allow different ECM systems and other applications to interact with each other seamlessly, regardless of the underlying platform or vendor. For this reason, CMIS was mentioned as general guideline to grant systems interoperability. This doesn’t mean that systems interoperability can’t be achieved using other means.
Q3) Section 3.5 (Government Furnished Materials). Can we assume that this includes copies of the existing custom source code and/or associated specifications?
Q3) No, what we are saying is that Government will provide documents, regulations and policies to support the analysis and development of the customized ECM solution. In other words, we will provide examples of documents to be achieved and workflows to be developed within the frameworks. We are not migrating or moving from an existing ECM solution so there is no code to be shared.
Q4) Given the need for services (i.e., IT infrastructure setup, software installation, development meetings, and trainings) to be performed on-site, does the Government plan to reimburse the contractor for actual travel expenses incurred that are consistent with the Joint Travel Regulation (JTR) and have the required approval / authorization and proper notification to the COR?
A4) No, the vendor should cover all the expenses related to this project as per paragraph 1.6.13.
