About this opportunity
The Department of the Air Force seeks proposals to develop market-facing housing or mixed-use projects on approximately 4,400 acres across four non-contiguous parcels at Eielson Air Force Base, Alaska, under an Enhanced Use Lease (EUL) transaction governed by 10 U.S.C. § 2667, with proposals due August 10, 2026. This is not a FAR-based acquisition and carries no set-aside. Questions are due July 24, 2026; an optional virtual industry day was held July 22, and optional site visits occurred July 30.
Place of performance is Eielson Air Force Base, North Star Borough, Alaska. The four parcels comprise the Dyke Range site (174.89 acres, off-installation), Housing site (approximately 124 acres on-installation across six parcels), South Eielson site (214.22 acres, off-installation), and E-Hill site (3,474.58 acres, on-installation). The Government requires cash consideration for lease—ground rent, participation rent (top-line revenue share), or both—evaluated on a net present value basis. All financing must be in place at lease execution; the Government provides no financial support, loan guarantees, occupancy guarantees, or utilities. The lease term shall not exceed 50 years unless the offeror demonstrates a longer term promotes national defense or serves the Government's interest. The Government will select a Potential Lessee within 60 days and aims to complete negotiations within 180 days.
The Air Force prefers accompanied (family) housing development to address a shortage of approximately 300 homes to accommodate projected personnel influx from announced F-35 and KC-135 beddowns. Housing lease rates are based on 2026 Enlisted BAH rates plus COLA for Alaska OCONUS status. The base currently houses 910 families and approximately 7,000 military personnel assigned; surrounding community population is 64,000. Site #3 requires navigation of PFAS groundwater contamination and potential wetland areas. All sites must comply with Unified Facilities Criteria, sub-arctic building standards, and Alaska-specific constraints including limited 4–5 month construction seasons and extreme winter conditions averaging -20 degrees Fahrenheit.
Proposals, limited to 40 pages excluding financial statements, drawings, and pro formas, are evaluated on four equally weighted factors: Project Description with market feasibility, Return to the Government with financial pro forma in Microsoft Excel, Organization/Experience/Capability including financial strength, and Integrated Project Plan and Schedule as a Gantt chart. The NAICS code is 531190, Lessors of Other Real Estate Property.
Notice text
The Department of the Air Force (“DAF”) is accepting proposals for the development of
market facing housing or mixed-use projects (“Projects”). As consideration for leasing its
parcels to developers selected under this RFLP, DAF is seeking cash rent.
B. Executive Order 13327, Federal Real Property Asset Management, establishes “It is the policy
of the United States to promote the efficient and economical use of America’s real property
assets and to assure management accountability for implementing Federal real property
management reforms.” Furthermore, policy from the Deputy Assistant Secretary of the Air
Force (Installations) directs, “The Air Force cannot afford to disregard or discount the value
of any asset, and we must optimize the real and potential value of those assets ….”
C. Title 10 U.S.C. § 2667 (the “Enabling Statute”), as amended, allows the Government to lease
real property to non-Federal entities in exchange for consideration in an amount that is not less
than the fair market value of the leasehold interest.Pursuant to the foregoing Executive Order and the Enabling Statute, the Department of the Air
Force (the “Government”) is issuing this Request for Lease Proposal (the “RFLP”) to solicit
proposals from entities (“Offeror(s)”) interested in entering into a long-term ground lease (the
“Lease”) to lease all or a portion of that certain real property located at Eielson AFB (the
“Installation”), which is an active military installation located in North Star Borough, Alaska
comprised of approximately four (4) non-contiguous parcels of land (the “Property”) from the
Government for the purposes of financing, permitting, developing, constructing, installing,
owning, maintaining and operating improvements upon the Property for the Lessee’s private
commercial (non-Federal government) use (collectively, the “Project”). In accordance with
and subject to the terms, requirements, and conditions of this RFLP, the Government will
evaluate all proposals received in order to select one or more Offerors as a “Potential
Lessee(s)” with whom to enter into lease negotiations. A Potential Lessee with whom the
Government actually makes and enters into a written and legally binding lease agreement is
hereinafter referred to as a “Lessee.” If no agreement is made, a Potential Lessee may not
actually become a Lessee.
