About this file
This document is a Government Responses to Industry Questions file for the Enhanced Maritime Biological Detection (EMBD) Shipboard Power Pack (SPP) Request for Information (RFI). The U.S. Department of Defense, specifically the Joint Project Manager for CBRN Sensors, is seeking a replacement UPS for the EMBD system supporting the U.S. Navy. Key technical requirements include: maintaining exact physical dimensions (112 lbs), mounting configuration, and connector layouts of the existing unit; preserving precise pinout configurations and specific connector part numbers; and meeting the system's power specifications of 250 watts conditioned 24 VDC and 1,250 kW conditioned AC output power.
The questions and answers clarify critical design constraints, indicating that alternative configurations are not acceptable. The replacement SPP must exactly match the existing unit's form, fit, and function, with direct compatibility to the EMBD system. While vendors are encouraged to propose solutions, they must adhere to extremely specific technical parameters. The RFI is for market research purposes only, and the government will provide additional technical drawings if a formal solicitation is issued. The contracting agency is the Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground.

Government Responses to Industry Questions Q: Does the Government intend for the replacement Shipboard Power Pack (SPP) to replicate the existing unit’s design and functionality exactly, or are alternative configurations and technologies that meet or exceed the performance requirements outlined in Section 2 acceptable?
A: The Government would consider alternative configurations and technologies as long as the requirements in section 2 of the RFI are met.
Q: Is the Government seeking a Shipboard Power Pack (SPP) that matches the existing unit’s physical dimensions, mounting configuration, and connector layout exactly, or are alternative form factors acceptable provided they meet the functional and environmental requirements outlined in Section 2?
A: The replacement Shipboard Power Pack (SPP) must fit within the installation envelope of the current SPP and so must meet the existing unit’s physical dimensions, mounting configuration, and connector layouts exactly.
Q: Is the Government requiring the replacement Shipboard Power Pack (SPP) to maintain exact pinout configurations and connector part numbers as specified for the existing unit (e.g., MIL-C-38999/24WJ29SN and CA02COME22-2PB), or are alternative connector types and pinouts acceptable provided they support equivalent functionality and interface compatibility with the EMBD system?
A: The replacement SPP must have the exact pinout configurations and connector part numbers as specified. The SPP interfaces directly with the Enhanced Maritime Biological Detection (EMBD) system in a very specific manner which cannot be deviated from in providing a form, fit and function replacement.
Q: Is the shock and vibration isolation plate referenced in Section 2.2.2 of the RFI considered Government-Furnished Equipment (GFE), or is it expected to be provided as a deliverable item by the vendor as part of the Shipboard Power Pack (SPP) solution?
A: The mounting plate is considered part of the ship and not part of this RFI.
Q: To ensure alignment with established naval standards for shipboard uninterruptible power supplies (UPS), it is recommended that MIL-DTL-24765B (NAVY) be included as a reference specification within this RFI. This document outlines detailed performance, environmental, safety, and interoperability requirements for static UPS systems used aboard naval vessels. Vendors should identify any areas of non-compliance with MIL-DTL-24765B and describe the engineering effort required to meet those standards, if applicable. Inclusion of this reference will help ensure compatibility with existing shipboard systems and support long-term maintainability and reliability goals.
A: MIL-DTL-24765B is not entirely applicable to the SPP.
Q: Given the requirement that the replacement SPP must match the existing unit’s physical dimensions, mounting configuration, and connector layouts exactly, will the Government be providing an installation drawing or dimensional layout of the current SPP to support form-fit-function analysis and integration planning?
A: This Request for Information (RFI) is for market research purposes only. Should the Government proceed with a formal solicitation, relevant drawings will be provided at that time.
Q: Will the Government provide the weight of the existing SPP? Accurate weight data is critical to ensure compatibility with the existing shock and vibration isolation plate, which—as clarified—is part of the ship and not included in this RFI.
A: The weight of the current SPP is 112 lbs.
