About this opportunity
The Department of the Air Force Air Combat Command seeks industrial epoxy floor reflooring for the engine room at Nellis Air Force Base, Nevada, with quotes due May 15, 2026, at 2:00 PM MDT and questions due May 11, 2026, at 2:00 PM MDT. The procurement is a Total Small Business Set-Aside (NAICS 238330, $19 million size standard).
Place of performance is Nellis Air Force Base, Nevada. The work involves surface preparation and multi-layer coating application on a 2,200 square-foot floor (55 feet by 40 feet) in the 355 Aircraft Maintenance Squadron maintenance facility. Surface preparation requires mechanical cleaning via diamond-grinding or shot-blasting to achieve proper concrete profile, removal of contaminants, and professional repair of cracks, spalls, and joints. The coating system must include a minimum epoxy primer coat for deep penetration and adhesion, followed by a chemical-resistant epoxy or polyurethane topcoat with non-slip aggregate, achieving 10–20 mils minimum dry film thickness. The finished system must withstand operational temperatures from 0°F to 140°F, demonstrate chemical resistance to hydraulic fluid, fuel, oils and solvents, provide OSHA-compliant slip resistance, and meet MIL-STD or equivalent industrial flooring standards. Performance period runs June 1 through August 31 following contract award. The contractor must provide an on-site foreman with minimum three years' experience, a detailed project schedule and material submittal with technical data sheets for government approval prior to work commencement, and a minimum one-year warranty covering workmanship and materials against peeling, blistering, and premature wear under normal service conditions. Work must comply with Nellis AFB operational hours (7:00 a.m. to 4:30 p.m. Monday–Friday). All personnel requiring base access must possess REAL ID-compliant credentials. Award will be made to the lowest priced offer that is technically acceptable; past performance will not be evaluated. The contract will be issued on SF1449 and is subject to FAR 52.219-14 Limitations on Subcontracting with a 50 percent requirement. Amendment 1 added a Questions and Answers document addressing contractor inquiries regarding substrate condition assessment, crack and joint repair discretion, and topcoat color selection within PWS compliance.
