About this file

This is a Questions and Answers document (FA487726QA083) dated May 11, 2026, addressing inquiries from contractors regarding an Engine Room Reflooring project. The project involves reflooring approximately 2,200 square feet of an existing engine room with a damaged epoxy coating that requires removal prior to surface preparation and application of a new coating system. The work is classified as an existing tenant improvement, and contractors have discretion on topcoat color, finish selection, and whether to fill or leave joints open, provided all Performance Work Statement standards are met. The performance period runs from June 1st through August 31st following contract award.

The contract will be issued on SF1449 and is subject to FAR 52.219-14 Limitations on Subcontracting with a 50 percent requirement. No pre-quote site visit will be conducted. Contractors must assess the concrete substrate condition, crack and joint repair requirements, and confirm field dimensions based on provided documentation, which includes photographic evidence of the existing damaged floor conditions. The document clarifies that this is a service contract for existing facility improvement rather than new construction.
