About this file
This is a Performance Work Statement (PWS) for industrial epoxy floor coating services at Nellis Air Force Base, dated May 7, 2026. The project involves applying an industrial-grade epoxy or polyurethane coating system to a 2,200 square-foot floor (55' x 40') in the 355 Aircraft Maintenance Squadron (AMXS) maintenance facility.
The contractor must provide all labor, materials, and equipment for surface preparation and application of a multi-layer coating system meeting specified performance standards. Surface preparation tasks include mechanical cleaning via diamond-grinding or shot-blasting to achieve appropriate concrete surface profile, removal of contaminants, and professional repair of cracks, spalls, and joints. The coating application requires a minimum two-coat system: one epoxy primer coat for deep penetration and adhesion, followed by a chemical-resistant epoxy or polyurethane topcoat with non-slip aggregate incorporated per manufacturer instructions. The finished system must achieve 10-20 mils minimum dry film thickness and meet performance requirements including operational temperature range of 0°F to 140°F, chemical resistance to hydraulic fluid, fuel, oils and solvents, durability for industrial maintenance environments, OSHA-compliant slip resistance, UV resistance to prevent yellowing, and adherence to relevant MIL-STD or equivalent industrial flooring standards. Deliverables include a detailed project schedule and material submittal with technical data sheets requiring government approval prior to work commencement. The contractor must provide a minimum one-year warranty covering workmanship and materials against defects such as peeling, blistering, or premature wear under normal service conditions. Additional requirements include an on-site foreman with minimum three years' experience, compliance with Nellis AFB operational hours (7:00 a.m. – 4:30 p.m. Monday-Friday), security and identification badge requirements, environmental protection compliance, hazardous material handling procedures, and adherence to all applicable federal, state, and local laws and regulations.

This Performance Work Statement (PWS) outlines the requirements for the application of an industrial-grade epoxy or polyurethane coating system to the floor of 355 AMXS. The total area to be coated is approximately 2,200 square feet (55' x 40'). The purpose of this project is to provide a durable, safe, and easily maintainable floor surface compliant with industrial maintenance standards.
2.0 Scope of Work
The contractor shall provide all labor, materials, and equipment to prepare the existing concrete surface and apply a multi-layer epoxy/polyurethane coating system that meets all requirements specified herein. The work includes surface preparation, crack and joint repair, and application of primer and topcoats.
3.0 Performance Requirements
The finished floor system shall meet or exceed the following performance standards:
Requirement Standard
Operational Temperature
The coating system must maintain its integrity and performance characteristics in a standard operational temperature range of 0°F to 140°F.
Chemical Resistance
The finished surface must be resistant to damage and staining from hydraulic fluid, fuel, oils, common industrial solvents, and cleaning agents.
Durability The coating must provide robust abrasion and impact resistance suitable for an industrial maintenance environment.
Slip Resistance A non-slip additive must be incorporated into the topcoat to meet or exceed OSHA standards for traction in both wet and dry conditions.
Coating Thickness The total system shall have a minimum dry film thickness (DFT) between 10 and 20 mils.
UV Resistance The topcoat must be UV-resistant to prevent yellowing or degradation from light exposure.
Adherence to Standards
The entire flooring system and application process must meet relevant MIL- STD or equivalent industrial maintenance flooring standards.
4.0 Tasks
4.1 Surface Preparation
• The contractor shall prepare the concrete substrate by mechanical means, specifically diamond-grinding or shot-blasting, to achieve a concrete surface profile (CSP) suitable for industrial coating adhesion.
• All dirt, oil, grease, and other contaminants must be thoroughly removed.
• All existing cracks, spalls, and joints shall be professionally repaired using an appropriate, compatible filler material prior to coating application.
4.2 Coating System Application
The contractor shall apply a minimum of a 2-coat system as follows:
1. Primer Coat: Apply one coat of a suitable epoxy primer designed for deep penetration and adhesion to the prepared concrete.
2. Topcoat: Apply a high-performance, chemical-resistant epoxy or polyurethane topcoat to achieve the final required thickness and finish. The non-slip aggregate shall be incorporated into this coat per manufacturer instructions.
