The 439 AW is looking to award a decentralized, pre-priced Blanket Purchase Agreement (BPA) for Engine Hoist System Load Tests for its C-5 Galaxy fleet. The BPA will be issued without discussions as a Firm-Fixed Price (FFP) award utilizing FAR Part 13, Simplified Acquisition Procedures and will have a five (5) year ordering period.

This solicitation is a 100% small business set aside and is restricted to small businesses only in accordance with FAR 19.502-2(b). The North American Industry Classification System Code (NAICS) is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance; Small Business Size Standard is $8 million.

Instructions to Offerors:

  1. Complete the following within this solicitation's SF1449 (see attachments): blocks 12, 17a, 24 (total combined pricing for all PoP years only), 30a, 30b, and 30c. In doing so, the offeror accedes to the contract terms and conditions as written in this RFP.
  2. Insert the proposed pricing for each CLIN (0001 thru 4003) in the section titled Supplies or Services and Prices/Cost found on pages 3 and 4 of this SF1449. The offeror agrees to hold the prices in its offer for 90 calendar days from the date specified for receipt of offers, unless another time period is specified for receipt of offers. 
  3. Complete all necessary fill-ins for provisions and clauses in the SF1449 before submitting your proposal 
  4. Vendors MUST SUBMIT A REFERENCE STATEMENT of having completed similar work, in both scope and dollar value, for work defined in section 1.3 of the PWS titled "PWS-Hoist Load Test (26July21). The statement must include: name of customer, dollar value, and date(s) of work. Submit the reference(s) to freeman.knowlton@us.af.mil with "FA660621R0004 Work Reference" in the subject line. 
  5. The contractor is required to sign and return any solicitation amendments before the RFP close date. 
  6. Failure to complete the steps listed above may classify the proposal as "unresponsive".

Evaluation Factors for Award

The following factors shall be used to evaluate offers: Lowest price technically acceptable. Technical and price, when combined, are equal.

  1. Technical acceptability - proposals will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, vendors MUST submit reference of having completed similar work, in both scope and dollar value, for work listed in section 1.3 of the PWS titled "PWS-Hoist Load Test (26July21). See Instructions to Offerors (step 4 above) for details on submitting the reference.
  2. Price - Total evaluated price will be used and will be calculated by determining the sum of all CLINS combined.
