About this opportunity

The Department of the Air Force, specifically the 934th Airlift Wing, is seeking a Time & Materials contract for Energy Management Control System (EMCS) Integration Services in Minneapolis, Minnesota. The primary objective is to upgrade the existing EMCS from Tridium Niagara AX to Niagara V4, which involves hardware and software procurement, installation, programming, and federal personnel training. Contractors must be registered in the System for Award Management (SAM), have an authorized vendor status, and provide written quotes by March 19, 2025. The solicitation follows streamlined procedures for commercial items under FAR subpart 12.6 and is specifically a sole source award under subpart 6.302-1, indicating only one responsible source can satisfy agency requirements. Quotes must remain valid until May 19, 2025, and all potential vendors must have completed online representations and certifications.

The contract is not set aside for any specific business category and targets the NAICS Code 541511 with a $34 million size standard. The sole source contractor appears to be Eric Hanson, LLC, who is the only vendor with necessary credentials for complex system integration, including an Interim Secret clearance. The contract has a base year plus four option years, with a total performance period of 365 calendar days, and an anticipated contract value around $50,000. Contractors must demonstrate expertise in building automation systems, specifically with BACNET and LONWORKS technologies, and have at least 10 years of programming experience. The work will be performed at multiple facilities on the Minneapolis/St. Paul Air Reserve Station, with some programming potentially authorized at the contractor's primary business location. Minimum labor rates are established, with an Engineering Technician V rate of $34.72 per hour, and all deliveries will be Free on Board (FOB) Destination at the 934 Airlift Wing.
