About this file

The document is a Single Source Justification for a sole source contract with Eric Hanson, LLC for Energy Management Control System (EMCS) integration services at the 934th Airlift Wing. The contract is valued at $50,000 and involves procurement, coding, system integration, device/software installation/maintenance, and troubleshooting of complex building management systems including Niagara, FINSTACK, JACE, and Honeywell brands.

The justification highlights that Eric Hanson, LLC is the only contractor with necessary credentials for COINE (Community of Interest Network Enclave), Niagara V4, Jace, and Honeywell systems, and possesses an Interim Secret clearance. Market research confirmed no other vendor can perform the complex system integration. The contract will support migrating the installation's EMCS Tridium Niagara AX front-end to the new Niagara 4 platform, with the ultimate goal of enabling federal civilian and military personnel to perform routine maintenance after the system migration is complete. The solicitation is a Time & Materials contract with a 365-day base period and four option years, issued by the Department of the Air Force, with quotes due by 19 March 2025.

Single Source Justification (Simplified Acquisition)

//CUI//

November 2018 //CUI// Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 934th Contracting Flight

Project/Program Name: Energy Management Control System (EMCS)

Purchase Request / Local ID Number:

Estimated Contract Cost (including Options): $50,000.00

Section B: Description of the Supplies/Services Required

Contractor will provide procurement, coding, system integration, device/software installation/maintenance, and troubleshooting on current/future systems. Contractor will also provide training to 934 CES personnel.

Section C: Justification for Soliciting from a Single Source or Brand Name

The EMCS System that manages all buildings on the 934th installation has a variety of systems, including Niagara, FINSTACK, JACE & Honeywell brands. This creates complications for integration & effective communication between the 4 systems. Our EMCS is securely housed in COINE (Community of Interest Network Enclave) as required by USAF COMSEC measures. Most contractors DO NOT hold necessary credentials for COINE, Niagara V4, Jace and Honeywell. Eric Hanson, LLC, the incumbent contractor, is trained in the functions of COINE, and also has all the necessary credentials. Previous market research efforts under the initial contract FA6633-24-C-0011 did not indicate there is any other vendor capable of performing this complex system integration.

Eric Hanson LLC has been an integral piece of the installation EMCS upgrade. Under the previous contract, Mr. Hanson assisted with maintaining and upgrading the system to prepare for integration, troubleshooting issues with programming and integration of the new system, and provided training and troubleshooting to maintain the current system while implementing the new EMCS system.

Additionally, Mr. Hanson has already obtained the necessary investigation for AFNET access and possesses the necessary credentials for “Privileged Access” to the COINE system granted and monitored by AFCEC personnel. Mr. Hanson is currently in possession of an Interim Secret clearance with the date of investigation 20240822. This has allowed Mr. Hanson to obtain AFNET access, COINE access. Mr. Hanson is current on all required cyber security trainings to maintain access for the required systems. Certification of a new contractor would significantly delay the integration and impede the Government for up to 12 months.

Section D: Efforts to Obtain Competition

The Commodity Council and mandatory resources were reviewed and researched prior to determining the need for a sole source contract. There were no other vendors available in the local market to fulfill this particular requirement due to the existing background of the base EMCS Tridium Niagara AX front-end needing to migrate to the new Niagara 4 platform. Mr. Hanson currently possesses an interim security clearance, NIPR access, and is in process of gaining COINE priveliged access by AFCEC.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Once the installation EMCS Niagara V4 system is fully migrated and operational at the conclusion of this project, future contracts of this magnitude will no longer be necessary as federal civilian and military personnel will be able to perform routine maintenance and minor troubleshooting.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
