About this opportunity

The Library of Congress Contracts and Grants Directorate has published a Special Notice announcing its intent to award a sole-source firm-fixed-price purchase order to Endpoint Audio Labs for one wire playback machine. The procurement, valued below the simplified acquisition threshold of $250,000 but above $25,000, is intended for the Library's National Audio-Visual Conservation Center at the Culpeper Campus. This Special Notice serves as the only public announcement and no separate solicitation will be issued to other parties. The contract period will run for one year, and the notice includes both the Statement of Work and a redacted Sole-Source Justification as attachments. The posting date was September 29, 2025, with a due date of October 14, 2025.

The primary purpose of this procurement is to acquire specialized equipment necessary for preserving and accessing historic wire recordings, an obsolete magnetic audio recording format housed at the National Audio-Visual Conservation Center. The sole-source justification is based on Endpoint Audio Labs being the only manufacturer of modern playback devices dedicated to wire recordings, operating in a niche market with no qualified competitors. The contract requires the vendor to provide not only the wire playback machine with advanced technical specifications including a sophisticated DC motor spooling system and precise footage counter, but also a three-year warranty, three years of firmware updates, and initial training for Library staff. No other contractors are eligible to participate in this procurement as it is structured as a sole-source award. The Library indicates it will continue market research during the contract period to monitor for potential competitors, though the probability of marketplace competition remains limited due to the specialized nature of the equipment and the aging service provider industry.

Notice text

This is a public notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 – Synopsis of Proposed Contract Actions.

The Library of Congress (Library), Contracts and Grants Directorate(CGD), intends to award a sole-source firm-fixed-price (FFP) purchase order (PO) to Endpoint Audio Labs (624 S. Gleenwood Pl., Burbank, CA 91506).  The equipment procured by this order will be delivered to the Library's Culpeper Campus.

The period of performance (POP) of the intended PO shall run one year.  It is valued at an amount below the simplified acquisition threshold (or SAT, defined as $250,000 and below), but above $25,000 (the public notice threshold). The PO consists of the following: Endpoint Audio Labs shall provide the Library with one (1) wire playback machine.  Endpoint will also provide a three-year warranty, three years of firmware updates, and initial training for playback machine.

This announcement constitutes the only public notice.  Proposals are not being requested from other parties and a written solicitation will not be issued. This public notice accomplishes the following:

1.    Notice of the Library's intent to award a sole-source PO for this requirement to the business listed herein;
2.    Synopsizing the requirements in accordance with the FAR; and
3.    Publicly posting the approved Justification and Approval (J&A) to the public in advance of the contract award rather than after award.  As a result of this, a second posting of the J&A is not required after the award has been made.

As a result of this public posting, this shall be the only notice issued.  A separate award notice and a separate J&A posting shall not be performed, as all public information is being accomplished via this public notice.  The following attachments are included in this notice:

Attachment 1: Statement of Work
Attachment 2: Sole-Source Justification (Redacted for Public Release)

No further notices shall be pursued at this time in regard to this contracting action.

Finally, the Library shall accept capability statements from other prospective businesses and review them for potential changes to its procurement direction. The Library is not, however, obligated to change directions in this procurement without ample evidence.
