About this opportunity

The U.S. Army Corps of Engineers (USACE), through the Humphreys Engineer Center Support Activity, is soliciting proposals for comprehensive Employee Assistance Program (EAP) and Work-life Services to support its civilian employees, dependents, and household members across 28 organizational units. The contract requires the selected contractor to provide up to six counseling sessions per issue, 24/7/365 National Service Center access, critical incident response services, work-life services (childcare, eldercare, academic support, health/wellness, legal and financial consultation), and Drug-Free Workplace support through a qualified network of licensed counselors and advisors. Key staffing requirements include a Program Manager with a master's degree, Service Center Manager with five years of post-master's experience, Qualified Staff Counselors with master's or doctorate degrees and state licensure, and appropriate financial/legal professionals. Proposals will be evaluated on four factors: Technical Approach and Program Management (most important), Provider Network and End User Experience, Past Performance, and Price (least important), with non-price factors weighted significantly more heavily than cost. The proposal deadline is April 23, 2026, at 5:00 PM Eastern Time, and clarification requests must be submitted by April 17, 2026.

This solicitation carries a 100% small business set-aside under NAICS code 624190, with a $16 million size standard and a minimum guarantee of $25,000. No incumbent contractor is identified in the solicitation materials. The anticipated contract value reaches approximately $16 million over five years, with Year 1 serving approximately 17,700 employees and growing to 29,000 employees by Year 5. The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a five-year ordering period beginning May 9, 2026, and includes four one-year option periods. Pricing is established through three Contract Line Item Numbers: CLIN 0001 for EAP Services (priced per person annually), CLIN 0002 for Critical Incident Support ($5,000 per job), and CLIN 0003 for Training ($5,000 per job), with a separate Not-to-Exceed annual travel allowance of $10,000. The primary place of performance is at the contractor's site, with service delivery required across USACE's geographically dispersed workforce nationwide.
